Un- der his appointment Mr. Kasson was to re | celve $10.000 per year, and his declination of compensation means the voluntary for- feiture of $40.000 or $50,000. President eic- Kinley, however, is disposed to regard Mr Kasson's services as of great value to the United States. In the meantime Captain Carter's friends are using all sorts of efforts to secure the | releasa of the degraded engineer officer. The | latest report is that he is likely (o become | insane through confinement. But even this does not move the hearts of the officials of the administration, and it is entirely un- likely that he will succeed in securing re- {lease from the prison in which he is con- fined South Dakota Diverces. A recent decision of the supreme court of the United States, which is looked upon as a dictum absolutely invalidating di- | vorces secured in South Dakota, has caused A great deal of cansternation among la | yers throughout the country, especially | those who have clients holding these divoree | papers. The full cpinlon of the court, which was rendered by Mr. Justice Gray, has not | vet been made public, and Justice Gray has | declined to let any newspaper reporter see it. But it appears that the highest tri- | bunal in the United States has endeavored to correct some of the abuses which have been topies of common discussion because of the laxity of the divoree laws in South Dakota. It is dificult to understand, how- ever, how this one opinion can have such widespread effect as is suggested by some of the dispatches which have come from South Dakota. It is certainly not within the purview of any one state or the United States supreme court to invalidate a legal act of another state. South Dakota di- vorces will undoubtedly stand upon their individual merits until successfully at- tacked each by itself It has been the common cuctom in re- cent years to point out South Dakota as the easiest siate in the whole country in which to secure a severance of the marital re- lations between man and woman, and yct the state of Wisconsin grants divorces to bona fide residents upon the ground of de- sertion after the party suing has been deserted for one year. There are a dozen other states in which an almosi equally {trivial cause, if it may be called trivial, is recognized as sufficient ground for cut- ting the knot which binds men and women who have sworn to love and honor each other until death does them part. Tax Law to Be Remedled. Right here, in the District of Columbia, for years it has been almost as easy to a divorce as it is for two people to get married. There is a case on record where a woman sued her husband for divorce om the ground of desertion and succeeded In securing a decree, when a nelghbor notified the judge who had granted the decree that the so-called deserting husband had been scen by him (the writer) visiting his wife in her residence within two or three da: before the mandate of the court was fis- sued. Perbaps it Is out of place for one who has not a foot of taxable ground In Douglas county to make any suggestions, but it does seem to me that this $250,000 to be voted by thy citizens of Douglas county as a gift to & railroad company could be spent to better advantage for both the city and the county, I am not in favor of voting gifts of thou- sands of dollars to assist & company to establish a national bank, build a flouring mill or construct a rallroad. I will tell you briefly what 1 would do in preference to giving this money to build a rallroad. I would have Douglas county vote $250,000 to construct a cunal from Fremont to Omaha. I would not have the county donate the money, but T would have it take that amount in paidup stock. and ! would have the future dividends on that stock pay the interest on the bonds, the surplus to go into the county treasury. A quarter of a million dollars is a good arter to give Omaha what she needs more than anything else. Give Omaha water power and It becomes & manufacturing cen- ter, and railroads will quarrel to get here and it will not be necessary to pay ‘hem for coming €. R.
