MALOLOS AND BULACAN ~ WANT IT Consider Frin ation and Gam! Battan is Next. GUIGUINTO, Bulacan Province, P. I Feb. 26.—When the Taft commission today organized a provincial government for Bulacan there arose an aggressive coutest between Bulacan and Malolos over the loca- tion of the capital. Bulacan has always been the capital, but Malolos is more cen tral. The advocates crowded In front of the commissioners and argued eagerly In ‘Tagalog style, in contrast to the more mod erate manner of expression of the people of the northerly provinces, Some of the Malolos delegates were recently insurgent offzors The commissioners deferred the decision on the capital question. All other towns wera represented, excepting Santa Isabel, which is the insurgent center. The argi- ments of the tax and salary quertions indi cated that Bulacan is fertile and that live stock has been decimated. Labor is scarce on account of the insurrection, and gambling was asserted to be the curse of the province. Judge Taft replied that the enforcement of the Spanish anti-gambling laws depends largely on the people. He assured the delegates that the vast tracts ju Rulacan belonglng to the friars would not escape taxation. All the business of the establish- ment of the government will be completed tomorrow. A banquet and dance were glve tonight The next province to be organized fs Battan, which will complete the organiza- tion of governments in General Grant's dis- triet EXTENDING THE CIVIL RULE Philippine Co: wslon Visits One of Most Disturbed Provinces Luzon. GUIGUINTO, Bulacan Province, P. I., 26.-The United States Philippine commis- sior has arrived here from Manila and has organized a provinclal government for this province, which until recently was con- trelled by the insurgents. he insurgent colorel, Morels, is still operating with his bend of 300 men in a portion of the prov ince. Nevertheless, sentiments of peace and satistaction with American sovereignty appear to be as prevalent here as in the provinces in which governments have pre- vicusly been organized. The party arrived here in army wagons and native carts, and was driven to the military headquarters. | As many natives as could be crowded into the hall were present the town welcomed the commissioners, de claring that the people of the province, which had been watered with the blood of Americans and Filipinos, earnestly hoped for the obliteration of the marks of war and for the establishment of a peaceful government guaranteeing personal liberty Judge Taft responded. He said he re joiced at the fact that the people of the province of Bulacan no longer misunder- stood the objects of the American govern- ment, which solely were to secure for the people the blessings of civil liberty and to develop their self-governing capacity During the afternoon there will be a big meeting in the chapel and the bill apply- ing the provincial act to Bulacan will prob- ably be discussed, The female relatives of the commission- ers are accompanying them on this trip.
