For this reason 1 am concerning myselt for the present only with five state institutions—the three insane hospitals, the reform school and the school for the feeble minded. Druggists, 10c, 26c, 600 HOLES IN INSURANCE LAWS 0ld-Line and Fraternal Men Are Beeking Revision of the Btatutes, Agents Desire to Protect Pablic and Themaelves from the Incw of Concerns Concelved Bad Fal The old-line insurance men and a num- ber of fraternal soclety officials who meet informally in the Commercial club rooms are now embodying thelr ideas on life in- surance for submission to the legislature They express the bellef that the public will have cause to feel sccure in benefactions coming from friends, post-mortem, it their revision receive attention. The agents bave not organized formally for an assault upon the statute mill, but it is their intention to leglislate out of business if possible a aum- ber of questionable institutions that have been permitted to enter the insurance fleld in Nebraska under the existing lax laws. The legislation committee of the Ne- br Fraternal congress, composed of H. M. Waring of the Anclent Order of United Workmen, J. T. Yates of the Woodmen of the World and W. E. Sharp of the Royal Highlanders, is now at work preparing a couple of bills for introduction at the com- ing session. These bills will go before the lawmakers with the endorsement of the secret organizations of the state and it is reasonably certain in the framer's opinion that they wlill pass. The most important of the two bills is one amending the present statute govern- ing fraternal insurance by providing & legal mimimum rate. At the last Natlonal Fra- ternal congress a minimum rate, after belng presented by a special committee that had given the matter careful attention, w adopted and recommended. This rate ranges from 93 cents per $1,000 at the age of 21 to $3.28 per $1,000 at the age of bd. This is the minimum that may be fixed in the proposed Nebraska law, but it may be modified. Chance for Illicit Concer In the existing laws there s nothing to prevent a fraternal insurance concern from starting into business with a rate as low as 10 cents per $1,000, and therefore, the way for fraudulent and unstable ventures in the fraternal insurance line is left ‘wide open. The other bill belng prepared by the committee Is what the members term thelr reciprocity measure. It Is designed to ex- clude from doing business in this state the institutions of states that exclude Nebraska concerns. John Steel, in speaking for the old line interests : ‘e don’t really need any legislation, but the public does. We are not recognizing as competitors the several insurance frauds that are being operated in Nebraska and it is not a selfish interest tbat prompts us to urge upon the leglsl ture the necessity for adopting more stringent insurance laws, ‘The people of the state ought to be pro- tected agalnst fraud. There Is nothing in the Nebraska insurance laws to prevent & ccmpany from reporting as an assot the estimated amount of the premiums it ex- pects to collect during an ensuing year. This is merely an instamce of the laxity of the Nebraska statutes, which are full of loopholes through which fraudulent insur- ance operations may be carried on. “The legislation to be asked for by the fraternals ought to be granted, as it will strengthen the position of those worthy inetitutions. The old-line insurance men have no quarrel with the fraternals—they are educators and public benefactors, affording the comforts of insurance to many worthy people who cannot afford to carry the old-line. Our grievance is against the fraudulent concerns, of which there are several in operation In this state."” STATE HAS A NEW STANDING Nebraska Looked Upon with Increased Respect in the East as Safe Locality for Investment. Fred A. Nash, general western agent of the Milwaukee road, h returned from an extended eastern trip, on which h was accompanied by Mrs. Nash. “I w gratified,” said Mr. Nash, “to find the people in the east more than elated over the redemption of Nebraska from popu- lism. Our state has forged to the front and is now pre-eminent in the public eye. It is & distinction for a man to hail from Nebraska. There is certalnly a very differ- ent feellng now existing toward the state and its people and the change has been brought about altogether by the recent election, when we demonstrated to ti world that we are not bellevers in sophl tries and bogy {ssues. “I found that men of affairs and finance are personally intcrested in this matter and I also discovered that they are now willing tc entertain propositions for in- vestment which before were not even con- sidered. Already the state is beginning to feel the good effects of the election and 1 know for a fact that this condition of im- provement ‘will continue and the state will reap untold advantage. PONDER OVER A NEW BISHOP Omaha Prelate Joins Conferenc Dubuque on Establishment of New See, Bishop Scannell left Monday evening for Dubuque, Ia, where a meoting is belng held of the suffragan bishops of the arch- diccese. Many matters of importance are to be considered, but the laity and lesser clergy can omly speculate upon these affeirs, as the bishops are very much op- posed to having matters under discussion made public until after they have arrived at a declsion. It is generally understood that the suffragans will consider the matter of the division of the dlocese of Lubuque and the establishment of a see at Sloux City, and also recommend the line of demarkation between the new diocese and the old, It this is done it is probable that they will recommend to Rome the appolntment of a certaln person to the position of bishop of the new see. It is customary for the suffragan bishops to supply the names of three persons from which they desire a se- lection to bhe made and generally one of the men gets the place, although there Is no law requiring Rome to abide by the recom- mendation. While these are looked upon as the most important matters to be discussed, other questions may importance. Mr. H. H. Black, the well known village blacksmith at Grahamsville, Sullivan Co. N.
