NEARLY A MILLION DO Tax Lovy Will Fall Far Behind the Total of State Appropriations LINCOLN, July 17.—(Speclal)—The State Board of Equalization has completed its labors with the exception of Boyd county, which made its return only this afternoon The assessed valuation of the state is, in round numbers, $171,000,000, as against $183,000.000 In 1894, a falling off of $12 000,000. It is expeeted that the amount realized from state assessments this year will fall between $600,000 and $900,000 less than the legislative appropriation of last winter, which were a total of $2,784,000 This deficiency will, therefore, be alded to AHS SHORT the outstanding floating indebtedness, which | 8 now about $500,000. The school fund levy is, 1 hlf of 1 mill. It is claimed that this great shortage in state valuation arises from an appar competition between taxpayers as to who shall make the smallest return to the assessor in proportion o the amount | of property he owns. It is the opinion of State Auditor Moocre that the must practical way of handing os- sessments is for the state to make an equal ized demand upon each county, regardless of its wealth, and let the county officials lay the tax where it will be for the best £00d of all. As conditions vary in different countles, those whoso offictal duties fare cannected directly with the subject of county finance are much better qualified fo make the levy in a just and equitable manner As an illustration, the state might call for $100,000 from Douglas county. Then the commissioners could meet and arrange for the raising of this sum as they saw fit This plan also contemplates a State Board of Taxation. to whom the county commis- | sloners would report and which would Lav also the whole of the railroad taxation to control and equalize Will Award the Contraet Today. M., by the Unit States Trust company, trustees under the first morigage of the Atlantic & Pacific, asking for foreclosure and sale of the property, no inter est having been paid on the first mortgag since the road went into the hands of ers in January, 1894. It is understood by Atchison people from the filing of the bill that the reorganization committes, which rep resented the Interest of the first mortgage olders, contemplates applying at an early day for a separate receivership. It is understood, however, that the Atlantic & Pa- | cific committee do not desire to break away from the Atchison system, but think that their interests can be better looked after by a scparate recelver, while at the same time nt t ma ning all existing trafie rel hould such a motion be mads it is not cer tain what position will be taken by the Atch ison interests, but they will presumably ob Joct very made in the management of the property What is commonly called the Atlantic & Pa cific railroad extends from Albuquerque in New Mexico, through Arizona to Mojave in California, a distance of 818 miles. The road owned by the Atlantic & Pacific, however and extends from the Rio Grande river, thir teen miles west of Albuquerque, to the Co lumbla river, which is the eastern boundary of the state of California, a distance of mile The road was built in t interest of the Atchison and St. Louls & San Francisco roads for the purpose of afford ing these lines a transcontinental route, and it has heretofore been handled as a part of the Atchison system. The present recelvers of the Atlantic & Pacific are Aldace I. Walker J. McCook and Joseph €. Wilson, who are also receivers of the Atchison and St. Louis & San Francisco companies. This receiver ship was established in a suit brought by the Mercantile Trust company, trustees und the second mortgage. The honds secured by the mortgage, as well as the great part of the common stock of the Atlantic & Pa cific, are assets of the Atchison and 'Frisco receiverships. The United States Trust com- pany, through its first mortgage, has been made a party to the suit in which the re- colvers were appointed. The -latter mort gage secures about $18,000,000 of bonds, which are the first lien on the 565 miles of road above stated, together with the valuable land grant of the company. The situatian is complicated by the fact that the Atlantic & Pacific line from the erossing of the Colorado river at the Needles west to Barstow, where it connects with the Southern California, and to Mojave, where it connects with the Southern Pacific, is not owned by the Atlantic & Pacific, but Is oper- ated under a contract of purchase and lease from the Southern Pacific made when the road was constructed. ously to such a change bel GULF DIRECTORS Will Issue Bonds at the Rate of Fifteen Theusand Fer Mile, FREMONT, July 17.—(Special.)—The board of directors of the lowa, Lake Superior & Gulf Railroad company held a meeting yes terday at the office of D. The board has not yet decided whether to mak the bonds payable in gold or coin egotia- tions are in progress with capitalists in New York and other places for the sale of the bonds, but the board prefers, if pos sible, to obtain loeal aid and issue these bonds to a trustee or agent of th» municipal- ity voting them, so that if the road is a success the municlpality will lose nothing, There is no provision of the law permitting a municipal _corporation to own railroad bonds, hence this plan of having these bonds held by an agent for the county or township. ©.
