One of these will be dismissed and a_matron will be employed. There are no reductions in salaries, but rather an advance in the office of the county judge, where two clerks who now recelve $40 will get $45; one who now works for $60 will be paid £70, and one now employed at $65 will be raiscd to $7 per month. When arguments were in order Chair- man Willlams took the floor. “‘When I consider,” he said, ““the commercial and labor depression outside of this court house 1 cannot but believe this report to be an outrage upon the taxpayers of this county, and I shall not vote for its adoption. I do not believe the taxpayer not blame them. will stand it, and 1 do ley cannot sustain us in it in the face of the fact that there are more people dependent upon the county for their living than ever before in its history, and this, too, when our finances have forced us to reduce the amount dispensed in charity over 33 per cent. So far as my own constit- uents are concerned, the situation is bad cnough. Ninety-nine per cent of them ha ve not during the past year realized a single cent upon their investments. But their taxes have gone on just the same, and now we are to increase them. But, gentlemen, I will not —I cannot have the heart to vote for this in- crease of expenses, and in casting my vote I will give my reasons in writing that they may go on record.” Mr. Willlams' written reasons were as follows: “In view of the fact that the salaries paid by the county are in excess of those paid in commerclal business requiring the same talent and efficiency, therefore, in my judg- ment, the salaries of all clerks in the employ of the county receiving over $75 per month should be cut 10 per cent, except that of the deputy county treasurer, who should receive the salary as per the report.” Stenberg also opposed the report, though, as chairman of the committee, he had been obliged to sign it. He sald that they had examined the question on all sides, and while the report was all right in many respec s. “It is a hard matter to cut salaries, but the occasion demands it, and in many instances we would be justified in doing it. If we do not make some reductions the taxpayers will be dissatisfied.” SUITED LIVESEY AND JENKINS. Jenkins was in favor of the report just as it was, and he would be willing to take the entire responsibility of its passage. “I am in favor of raising salaries instead of reducing them,” he said. ‘“There is no one in this court house getting more than he honestly earns, and a great many receive less, and if T had the power 1 would advance their pay. I believe in paying a man what he Is worth, and If any employe of the county is not worth what he gets, 1 say discharge him.” Livesey was in favor of the report, as it was the best that could be made. He did not believe in cheap labor in the court house or elsewhere, as his experience had always taught him that a cheap laborer is dear in the ‘end. The question was then put to a vote, re- sulting as follows: Yeas—Jenkins, Livesey, Sutton; nays—Williams, Stenberg, The petition of E. R. and J. G. Meyers for a private road from their farm in the southeastern part of the county to the county road, which was referred to the committee on roads, was denled upon recommendation of the committee. The reason of the adverse report was that there was nothing in the petition to show that the parties who owned the land between Meyers' ranch and the county road had refused Meyers the right (o pass over their lands. GAVE HIM AN INCREASE. In the matter of the petition of Charles Unitt for an increased percentage for col- lecting delinquent personal property taxes of the years 1890, 1891, 1892 and 1893, the com- mittee on finance recommended that, owing to the great distances to be covered and the difficulty of collection, the percentage allowed for collecting the taxes of 1892 and 1893 be raised to 8 per cent. The committee on finance, to which had been referred the application of George W. HIll, county superintendent, to have the county treasurer ordered to transfer all bonds, fund moneys of school districts 11, 24, 55, 61, 17, and fractional 2, now in his hands, to ‘the ‘special fund of these districts, recommended “ that the petition be granted for the reason that these districts have no outstanding bonds now, and have other uses for the money.
