AS A HEATHEN CHINEE Mis Currency Proposition Compared to the Antiquated Military System that is Now Being Easily Beaten by the Armies of Japan. NEW YORK, Jan Henry Clews, head of the banking house of Henry Clews & Co., writes of the situation in Wall street: Business in Wall street remains dull. In the in tment department the transactions fall considerably below what is usual at this season, though prices for first-clas mortgages, yielding about 4 per cent, are quite steady. Speculative transactions are aolmost entirely confined to “‘room” op- erators, and all efforts to stimulate buying are spasmodic and fall flat. At the mo- ment the “bears” seem to have the upper hand, perhaps malnly because holders choose to give them rope In order to en- tangle them in a squeeze, The strong feature of the market lies in the fact that there are so few weak holders, and that the owners of stock regard securities as in- trinsically cheap at current quotations, and therefore will not sell except at an ad- vance upon present prices. The market Is in a mood to seek an occa- slon for postponement of operations, and it finds one ready to hand in the treasury situation, the currency question and the tardiness of congress in doing something toward settling these lssues, It 1s generaly conceded that in the way of legislation on the currency question nothing {5 likely to be done at present, nor, Inde:d, can be roperly done within the brief time remain- ng for the present congress, The feeling in favor of the appointment of a national ommission on the question is quite gen- eral, and the recommendation to that effect by the Chamber of Commerce I8 likely 1o strengthen that sentiment. With respect | ey 10 providing authority for borrowing to strengthen the treasury, the feeling is one of growing impatience, expressed in strong denunciation of the neglect of congress. This postponement is the more inexcusable be- cause the inevitable necessity for the thing being done leaves o little room for delay arising from the differences of opinion. The uneaginess on this account 18 increa; by the suspicion that the inaction of congress 18 due to fears that action in this matter may bring up again the eternal silver ques- tion, with all its disturbing influences, The question of the kind of money in which the treasury bonds shall be made payable appli the match to a t deal of explosiy gressional material, and Washington leaders hesitate as to what is the best way of getting around that difliculty, the more So as the silverites are evidently awaiting the occasion for wresting from the sound money men some sort of concession to silver. As usual, Senator Sherman steps to the front as a ready compromiser, and instead of strengthening public confidence by proposing that the bonds shall be payable in gold, in troduces a bill providing for an issue of 3 per cents, payable “in coin,” which means silver as ‘well as gold, The senator insists that as the word coin has always been used in government bonds, it should continue to be. " In taking this stand he scems to lose slght of the fact that when that word was orlginally inserted in the bond silver (which i5 a8 much coin as gold) was at a premium over gold, and when the present bond act was passed—which is now the only authority for the issue of bonds—sily money was not in circulation in this country. man must know that since that time silv has depreciated from a premium over gold 1o less than 60 cents on the dollar, hence the fatally. CHICAGO, Jan. 2%.—Wheat continued its record-breaking slide for oblivion today touching 52%c for May, and closed %c¢ lower than yesterday. Better cables caused an early advance, but free selling wiped it out. May corn closed %c lower, May oats unchanged and provisions slightly higher. The wheat market opened in a_manner to encourage the hope that liquidation had run its course. May, which closed yester- day at 53%c, opened at Gic bid, with sales at b4%c at the same time. Hanging around Gic for a while, it gradually weakened, and about 1 o'locck it was down to Bi%e, Which was its previous lowest point. The cause of the recovery at the opening was an un- expected gain of %d In the price of futures of American red winter wheat at Liverpool. That started some local buying, but as s00n as that ceased the dark view of the future again predominated and the decline reported was the result. Chicago recelpts were 1§ cars, against 65 a year ago. Min- neapolis and Duluth received together 220 cars, against 1% last Saturday and 18 a year ago. Bradstreet's made the week's ex- port of wheat and flour from both coasts 2,840,00 bu., compared with 3,661,060 bu. on the week before and 2,947,000 bu, a year ago. Primary market receipts all told amounted to 212,000 bu., against 224,000 bu. the previous Saturday and 196,000 bu. on the correspond- ing day a year ago. Guesses of the visible supply for Monday range from 500,000 bu. to 700,000 bu, decrease. St. Louls shipments of wheat this week amount to 518,000 bu. Sell- ing became liberal as the session advanced, May closing at b3c, having made a new low price record at 627%c. The corn market, compared with wheat, was firm, on fair buying, although In_the end lower than yesterday's close. May started strong, at 1%, or %o, improvement over last night. Owing to the heavyness of wheat and some slacking up in the demand for shipments, the opening advance could not be maintained. The close for May was 45%c, against 46l6c yesterday. A fair business was transacted in Values at the start were somewhat firmer and_gradually aoff, closing a_ shade fower, but within a very small fraction of yesterday's last prices. The steadiness of the cash market and some demand from other sources were reported as the cause of the early firmness, and sympathy with wheat influenced the decline. May sold from 20%c, the opening price, to 2ige, and closed from 29te to 20%c. The provision market was steadied by the small receipts of hogs. Shorts were the buyers, The range for May pork was from $10.80 at the opening to $10.60 and back to $10.65 at the close. May lard opened at $6. sold down to $6.70 and closed at $6.7121, a against $6.67% vesterday. Ribs for Ma: started at $5.60 and left off at $5.65, which as also the closing price o’ the day be- ore. A subsequent announcement to the effect that the bill would be sub- jected to a vigorous attack by those sena- tors desiring amendments to it brought about a reaction, which was partly recov. ered in the final trading on buying induced by St Paul's favorable December state- ment. Senator Sherman wauld meke a good “heathen Chinee” if in CTina, because In that country they still continue to use the old-fashioned war weapons which they com- menced with, and do not even now deem it necessary o change them to meet the con- ditions called for by modern warfare. It is for that reason that the little Japs have driven them to the wall. The United State tresury, I fear, will be equally as badly crippled ‘as the Chinese are at the present time if Scnator Sherman and congress do not infuse the word gold into our bonds, which modernized conditions call for with first-class nations. The nation that keeps abreast of the times, whether in its money or weapons, will conquer in the end. Feudal- ism has paksed forever. The enlightenment of this generation is not likely to give way to another dark age. If Senator Sherman will allow his mind to wander back over the past forty years he will realize that the progress in everything connected with the uman race has been greater than for all previous time, which calls for revolutionary changes in methods. This country, there- fore, must recognize gold as does England, France, Germany, Austria and Russia, as the money standard, and should put’ the word gold in future bond contracts by legis- lative enactments. This country will then be on a secure basis for the people of all other nations to deal with us. There Is a very clear evidence of progress in public comprehension of the nature of our financial difficulties. There were considerable realizations made, but it is believed that the price of these securities will go still higher. South Africans generally exhibited a de- cline, but the German and French demand for these shares continues unabated and will_enable prudent speeulators to get out in time.
