The delegates arrived in lar this forenoon and went at once to the Commerce club, The business session was quits protracted and the visitors adjourned for lunch: The size of the audience was lim ited only by the seating capacity of the par lors. Among the prominent men who were pres ent at the opening of the convention Carl Schurz, president of the league; Rich- ard H. Dana, Boston; Henry Welch, New York; Mayor Walbridge, St. Louls; William Alken, Connecticut; Henry A. Richmond, ex- member of the clvil service commission, New York; Charles J. Bonaparte, Baltimore; Judge Willlam Dudley Foulke, Indianapolis; Charles M. O'Brien, Cleyveland; J. C. Alton, James- town, N. Y, and Willlam Potts, New York Local clvil ‘service reformers were largely represented at both meetings. The gathering is an exceedingly Important one, for it has brought together distinguished advocates of good government from ail over the country and practically marks the re opening of a vigorous civil service campalgn throughout the land The evening scrvice of the federation was held in Central Music hall, which was packed to the doors. The principal feature of the evening was the speech of Hon. Carl Schurz, who spoke as follows “The condition o/ things to be reformed is 8o obviously unreasonable, so flagrantly absurd and viclous that we should not believe it could possibly exist among sensible people had we not becomo accustomed to its exist- cnco among ourselves. The spoils syste that practice which turns the public offic high and low, from the public trust into objects o prey and booty for the victorious party, may, without extravagance of lan guage, be called one of the greatest crimes in our history, If not the greatest. In the whole catalogue of our ills, there Is none more dangerous to the vitality of our free institutions. HOPED FOR MORE FROM QUINCY. “The observance f the four-year term law relating to the presidents has most con- clusively demonstrated from the point of view of the public interest the utter ab- surdity and viclousness of the law itself Josiah Quincy, as first assistant secretary o state, having the consular appointments h charge, had during the first months of the present administration made an almost clean® sweep of that branch of the service When speaking of Mr. Quiney's doings, I do rot mean to ignore the president’s responsi bility in authorizing what was done, bu Mr. Quincy, bearing the reputation of i friend of reform, was the official adviser an. became the defender of it. 1 speak of hin as such. am sure 1 do him no injustice when I say that, in order to avoid the dan ger of following the ideas of the advanced civil service reformers, he followed the prac tice of the most advanced spoflsmen, for no spoilsinan in office has ever turned over the consular > from one party to the other with greater (horoughness and dispatch It was naturally assumed that an admin- istration aspiring fo the title of a reform ad- ministration _would, with regard to thos places, do what fo 1888 the republican plat- form pledged the party and its candidate to do. How President Harrisoh fafled’ to redeem that clear and emphatic pledge was at the time set forth by my lamented prede- cossor, George Willlam ~Curtis—blessed b his memory—in words to which I have nath ing to add. It was hoped President Cleve land would abstain from changes in the serv® ice not required by the public interest. But tiat hope has not, so far, been fulfilled. The interference of members of congress witl the appointing power has been largely to erated. It must not be overlooked, how- ever, that, excapting the headlong overtur: ing of the consular service, the chang have, on the wlhole, been less rapid than under the preceding administration. Th same may be sald of the application of that rule by the postmaster general to the fourth- class postmas| But the result of ti proceeding, it further adhered to, will be- fore the close of the presidential term put all the offices concerned Into the hands o the party in power. But the end of this administration is not yet and there are rea sons for hoping that its second half will be the most productive of good. CARLISLE HAS BEEN A SPOILSMAN “As to the observance of the civil service law in the several departments of the national governmen!, the Treasury department under Mr. Carlisle has, I regret to say, won an unenviable distinction. Beginning with an act of gross nepotism, his management has furnished the strongest proof of the neces- sity of putting the chiefs of division under the clvil service rules.
