This was unanimously adopted, as was also the following report from the specal committee To the Honorable the Mayor and Council of the City of Omaha: The joint committee, composed of a speclal committee appointed by your honorable body, and a committee of the Commercial clu of Omah: acting together under authority of your resolution for the purpose of investigating the situa- tion in the city of Omaha as to the alleged Inadequate protection on account of fires, begs leave to report as follows As soon as practicable after receipt of au- thority from your honorak mittee held apreliminary meeting, at which its organization was perfected and a general plan_adopted to be pursued in making the investigation. Thercafter your committee held four lengthy evening sessions, at which the testimony of sworn _witnekses was taken, such witnesses department, the company, the Board Commissioners and Omaha at large, including the city en gineer, being all of the witnesses produced or whose testimony was offered by any per- son or authority. THERE SHOULD Bl NEW BLOOD, Third—It appears from the evidence th many delays have eccurred at recent large fires on the part of the fire foree in getiting preperly at work to fight the fires: that numerous accidents to the apparatus and implements used and to the fire hydrants have occurred, due at least o some extent to improper handling ‘of the same; that some of the apparatus has at times not been put promptly into use and that those in charge of the fires have at times exhibited a want of proper knowledge of the build ings ‘involved, their structure and ther situation and relation to surrounding build- ings. By reason of these facts and cireum stances and others disclosed by the evidence we find that the fire department is deficient in organiization, diseipline and numbers.
