The meeting marked the retirement of James Reed of Nebraska City, who has been a mem- ber of the board for more than six years. Doane, government receivers of the Union Pacifie, passed through Omaha Wednesday .night en- route east. They came in over the Union Pacific from Salt Lake, and left via the Chi- cago & Northwestern. Accompanying the re- celvers was Mr. Seeberger, who made quite a national reputation as treasurer of the World's Columblan exposition in Chicago. Mr. Coudert in talking to a friend ex- nrossed himself as being favorably im- pressed with the Union Pacific properties, and thought the differences existing between the Union Pacifle, Denver & Gulf and the Union Pacific company would be adjusted to the advantage of both companies. With regard to the plan of reorganization of the Union Pacific company as proposed by the povernment directors he stated he was heartily in sympathy and looked to congress to do something at this session that would start the ball rolling to a final settlement of the vexed problem. The scheme of the directors as reflected in their report is to substitute a 3 per cent blanket mortgage covering the entire debt of the government to run 100 years for the present G per cent mortgage s00n to become due. In other words, to pay the government debt by a mortgage for $70,600,000 ascertained as of July 1, 1895; subject the entire railroad or raiiroads to a single mortgage, under which issue 3 per cent 100-year bonds to an amount such that the accruing interest will not exceed the minimum earning power; apply the moneys and securities in the sink- ing fund to the part payment or extension of bonds which have priority of lien over the lien of the government, and 5o on until the stock of the company is all provided for under the new condjtions. Ot course,” said Mr. Coudert, “the gov- ernment directors are well aware that no plan of reorganization can be carried out without the approval and co-operation of a large majority of the holders of all classes of securities, There may be some difficalty experienced in substituting the sinking fund 8's for a 3 per cent bond at 160, as provided for in the proposed application of securities and in changing the collateral trust 6's to 's at 150, but with these exceptions I cannot see why the plan submitted is not a good one. CHICAGO, Nov. 15—The Western Pas- senger association lines some time ago were requested by the Ohio river lines to abolish the exchange orders on business in the terri- tory of the Ohlo river lines and put their business on the basis of regular tickets. This the association lines at their meeting today declined to do, saying that they would prefer to keep up tho exchange orders, even if they were compelled to put arbitrary rates on all the business going over their lines into the territory of the Ohlo river lines. The matter of the short line rate made by the Burlington, Cedar Rapids & Northern from Waterloo, Ia., to Montana and north Pacific coast polnts was next taken up, and after some discussion the rate was with- drawn, A resolution was also adopted directing Chairman Caldwell to inform all the govern- ment and state officials Who have the power of issuing transportation that all orders for such transportation must be exchanged for regular tickets, or the order, if presented on the train, would be taken up and full fare collected. The balance of the work done at the meet- ing was of a routine nature. The Western Passenger assoclation lines have received in- formation that there is no chance of an agreement being reached with the Canadlan Pacific on the question of rates on the emi- grant question. This means that the western roads will have on their hands a lively fight for all the emigrant business golng to the west and the northwest, and the trunk lines must_choose between the western lines and Canadian Pacific. ‘Well Deserved Promotion. H. B. Kooser, who for six years has been connected with the Missouri Pacific at this point in the capacity of traveling freight and live stock agent and contracting freight agent, was called into St. Louis the early part of the week to discuss matters pertain- ing to the western territory of the Misgouri Pacific. Yesterday he returmed with a commission as special traveling agent to report direct to the general offices in St. Louis, and for the present will be located in Denver, having charge of the Colorado terri- tory. The promotidn Is one that gives uni- versal satisfaction in railroad circles. He is thoroughly at home in both freight and passenger business, and as the eyes of the general offices are upon him Kooser will un- doubtedly attempt to possess his territory for the Missouri Pacific. He has gone to Denver. His place will be for the present filled by Mr, McNaughton, chief clerk, and may probably be made permanent in the event a competent chief clerk can be secured by Mr. Phillippl. Kallway Notes. The members of the fnsanity commisson devoted the greater portion of their time yes- terday afternoon to investigating the mental condition of W. B. Austin, who sat upen the jury which recently returned a verdict of gullty against Bdward F. Morearty, who w charged with forgery. Austin was employed as an engineer a couple of years ago and ona night he left home and came down town. Meeting a policeman, he asked a number of outlandish questions, all of such a nature as to lead the officer to think that the man was daft. He was placed under arrest and taken to the city jail, where ho insisted that his nama was Willlam Brensley, and that he was on his way from Montana to the south, where he had employment. Austin was kept in the city jail for a number of days and then turned over to the county and detained In the county Jail for nearly a week, during which time the fnsanity commission sat upon the case and pronounced him insane, ordering him sent to the hospital until such time as he could be taken to the asylum. During all of this time there was no person who came in con- tact with Austin who recognized him, not- withstanding the fact that he had lived in the city for years, and Austin was reported as having mysteriousiy disappea.ed. One Sunday, just prior to the time when Austin was to have been taken to the asylum, a reporter for The Boe haa wvecasion to visit the county hospital, and there recognized him. Thoe keeper of the institution was In- formed concerning the identity of the man, and Mrs, Austin and the children were sent for. He failed to recognize any of them, but Insisted that they resembled the members of the family of Willlam Austin, whom he claimed had died some years before. Ine stead of Austin being sent to the asylum he was taken to his own home, where he was cared for for some months by the members of the Assoclation of Stationary Engineers, to which order he belonged. _Some months later he recovered and went about attending to his duties, and a few weeks ago he was drawn as a juror, being called to sit in the Morearty case. Soon after the verdict of gullty was re- turned the attorney for the accused moved for a new trial, urging that the statutes provided that every man charged with crime was entitled to a trial by a jury of his peers, and that in this particular instance Morearty had not been accorded that right. They urged that Austin had been pronounced in- ne, and that there was no evidence to in- dicate that he since had been sane. To es- tablish just the status of Austin’s mental condition the commission yesterday . hoard testimony.
