Another member of the Omaha bar has been called upon to abandon the active prac- tice of the law, being invited to a higher plane, there to become a teacher and ex- pounder of the teachings of Coke, Chitty and Blackstone. This gentieman is Hon. Willlam 8. Curtis, who has been tendered and who has accepted the honorable position of dean of the Washington university at St. Louls, where his labors will begin on September 27 of the present year. For fifteen years the position of dean of the law department of the Washington uni- versity has been filled by Dr. Hammond, the eminent writer on Roman and common law. Last spring he sickened and after short iliness died. At that time the vacanocy was offered to Mr. Curtls and the promise of a tempting salary was given, but he refused, being loth to give up his practice. After the refusal of Mr. Curtis the faculty of the sohool commenced a diligent search for a man to fill the position of Dr. Hammond, but were unsuccessful and a few weeks ago they renewed the offer to the gentleman of this city. This time Mr. Curtis took the matter under advisement and last week he gent proposition, which was immediately accepted, and last Saturday all of the preliminaries were closed The school has had an existence of twenty= seven years and during that time it has sent hundreds of attorneys to the states and territories of the union, In ‘this city Messers, Keysor, Hall, Davis, Estabrook, Calder and Nevins point' with pride to Wash< Ington university as thelr alma mater. Last year the law class contained 119 stu- dents, all of whom graduated with honors. Mr. Curtis will go to St. Louls during the next few days, when he will prepare himselt for taking up the work at the beginning of the school year. His family will not join him at present, as the members have com- pleted arrangements for spending a year abroad and will start on their journey in a couplo of weeks. Hon. Willlam 8. Curtls was horn in Wayne county, Indiana, in 1850, where he resided for a few years. In his infancy his par- ents removed to Putnam county in northern Hlinois, and it was there and in Ohlo that he received his first echooling. In 1866 the family removed to St. Louis, where he at- tended Washington university, graduating there in 1873, ~ He read law in the law school of that institution, and was admitted to practice in 1876. He practiced but Iit- tle during the next cight years. remaining at the university as a teacher, but on com- ing to Omaha in 1884 he entered upon active practice and has ever since given his wholo time and attention to law. His first partner- ship was with Judge H. J. Davis, and he was later associated with Judge W. W. Keysor. Since the elevation of the latter to the bench Mr. Curtis has been associated professionally with ex-County Judge George W. Shields, and two years ago was a candidate for the district_bench of this district, but was de- feated by a small majority At the present time he is a member of the public library board and has taken an active part in the construction of the new bullding on Harney street. In this city, where he is best known, Mr. Curtis is regarded a thorough lawyer and & most estimable gentleman. The city council held a special meeting as a committee of the whole yesterday after- noon to consider the matter of refixing ward and precinct boundaries, The task of re- modeling was left to the city clerk three woeks ago, and since then he has been as- slduously engaged in preparing the report which he submitted to the committee yos- terday. The report was discussed at some length and was at length adopted by a vote which was unanimous with the excepticn of Thomas, who thought that the Seventh ward got tho worst of the transaction. The effect of the change as provided by the committee is to reduce the number of vot- ing precincts from cighty-elght to seventy= six, thus effecting a saving for the city cf $1,00 at each election. In the First ward the precincts are eut from eleven to elght and the ward loses about 150 voters, Tho Second ward lo-es an equal number of voters and the precinets are reduced from four- teen to eleven The nine precl s In the Third ward are increased by one and the voting popnlation is swelled by 951 votes, most of which are gleaned from what was formerly the southern precincts of the Fifth ward. In the Fourth ward the precincts are re- duced from eloven to nine and a loss of 300 votes {8 suffered. The Fifth ward I8 by far the greatest loser by the transaction. According to the new arrangement it has only seven precincts Instead of eleven and losos 790 voters.
