His talk was a remarkably strong one, dealing with the abuses that are so prevaleni in local governments. He de- nounced the disregard of law by the people. and gave it a5 his opinion that the respon- ty for this disregard lay with the city governments in large part by reason of their »glect to enforce the law. He spoke of the action of the mayors of many large citles in nullifying the laws against Sabbath break- ing and drunkemness in particular when large political or other conventions were in session and the Young people were exhorted to put themselves on the side of the law and morality.
