The prin clpal change that has been made in the bill is in the sugar schedule, and that has been modified 80 as to take into account the color as well as the polarization of sugar. The change made will add one-eighth of 1 cent per pound on the color test so as to insure to the refiner this much protection It is understood that the bill will be amended so as to make positive declaration for the abrogation of the reciprocity treatics made under the McKinley act. It is also probable that the clause in the bill abrogat- ing the Hawafian treaty will be struck out The principal argument which has been made for it based upon the ground of expediency and it has been urged that i it should be permitted to remain it would be the means of introducing the Hawailan complications into the tariff discussion These, together with the restoration of the ent law wa I regarding the tax on domestic cigars, will be the principal changes made.
