This change of front by the New York fOnanciers who yesterday were by no means ardent in their reception of the sccrotar of the treasury’s plan, is in part ac counted for on the fact that upon reflec- tion tho bankiug element concluded that the fuilure of the loan would affect the credit of the United States abroad, which would have the effect of inspiring a lack of confidence in the foreign holders of all American sccuvities with the result of creating & situation inimical to the financial }n(l ests of Wall street and the country at urge. ‘T'hen, too, it was possibly taken into con- sideration that by forming a syndicate to take the bonds at no advance on the upset price the competition was lessened and the necessity for paying o premium on the upset price was romoved, thus increasing the margin of profit to be gained by the syndi- cate subscrib rs.
