Governor Lowelllug Gives tho Which Prompted Him to lssue It. Toreka, Dec. b.—Governor Lewelling’s circular of executive clemency to tramps is attributed by many to be instigated if not actually written by G. C. Clemens, a local attorney with an anarchistic sentiment, who attends the anniversaries of Chicago Haymarket participants, The governor, however, today said: *I have been doeply impressod with the poverty and distress prevalent. Ingalls, you know, says there are 3,000,000 men tramping. Kansas has her share. I know something of the suf- forings of this unfortunate but deserving class, Many a night have I wandered up and down the sireets of the city which a quarter of a century afterward, gave us the World's fair. 1 was without money for food or work to get it, subject to arrest. A short time since, I learned that many un- fortunates of this class were in jail at Wichita, Newton’ and other towns in Kan- sus, and determined to issue this order to police bonrds. *My circular applies to men whose only sin is their enforced idleness and to them only. For that class the reck pile shail be abolished in ICansas so long as lam gover- nor. Men who commit offenses against so- clety are not protected by the circular, There is mo anarchy in the sentiment orin the spirit of the circular, ana no fair- minded man will so construe it. Many Kan- sus cities haye thelr jails full of “‘tramps,” and my action was intended to stop the practice of arresting men on the ground of being without visible means of support. BURLINGTON ~ EXTENSION COMPLETED Wonderfal Country Opened Up by a New Road—To Discuss tho Question— Rate Cutting Stopped by u Clever Ruse-Ratl Notes, The scenic route of the northwest, as the Spearpish extension of the Burlington will undoubtedly bo known, has beon completed, the last foot of track being Inia Monda: On Thursday, aglorious day for Spoardsh, the golden spike which John A. Clark has been treasuring for seven long yenrs was driven home by the fair hands of half a dozen representative women of Spearfish, who saw in this act a new world opening to them, hedged about as they have been by the frowning poaks of the codar-covered Black Hilis. There was a big celebration last Friday when the track entered Spearfish at the rate of thirty-three feet every five minutes, bands played, fair women nassisted in the celebration, the mayor of Speariish was prominent and everything aboutthe place was in astate of wild excitement over the advent of & connecting line with the world beyond. “I'he Burlington people had expected to be n Spearfish by September, but one dificulty after another had to be overcome, right-of- way matters had to be settled, causing ex- asperating delays. Howover, all the ob- stacles have been overcome, the road is into Spearfish and freight traffic will probably be commenced some time next week, by which time the track will be ballastea and in run- ning order. Much can and will be said of this new line touching southwest Dakota. 1t traverses the most rugged portions of the Black Hills, passing through magnificent gorges and canyons, the sceuery is full of grandeur and the feats of engineeving skill will compare favorably with auy in the mountains of Colorado, In some places the grade is 5 per cent, wiich to the railr man means & worid of dificulties to be over- come. At one place or the roud, as the tracl winds about the ledge of the cunon, it is very casy to dvop a stoue from the upper to the lower track, 1,500 feet below. The new line extends fiom Fnglewood, which is the junction point on the main line of the Burlington, to Spearfish, a distance of some twenty-five miles. I'he names of the stations on the line have finally been decided upon, as follows: Englewood, Aztec, Port: land, Elmore, Savoy, Maurice and Spearfish. 10WA'S COMMISSION REPORTS, Information- Sought Denied by the Rail- wuy Managers as Impossible to Give. Des Moixes, Dec. 5.—|Special Telegram to Tug Bee. |—The sixteenth annuaireport of the Towa Railway commission was filed to- day. 1tisnot as large as usual, on account of the separate report of each company be- ing omitted. Much of the information that the board is required by law to obtain is im- possible to sccure in any way. The railway maagers say they are not in posses- sion of it themsely In reply to the commissioners’ quostions, the railway managers have said that thev could not separate the cost of transportation per mile, equipment, capital stock, debt, bonds, in- terest paid and many other items pertaining to lowa from the whole, as these cover the whole, and caunot by uny means be exactly apportioned to the Towa lines. Neitber can they give the actual cash value of the Iowa lines, because theve is no way to measuro it. The railway managers seér to regurd many of Lhiese questions as superfluous and impossible o answe ‘The report shows an increase in the mile- during the year. In 1802 it was 8.407.34 miles, and this year it is 8,506,22. There is an increise of 20.72 per cent in the tonnage of freight hauled in Iowa during the past year over the previous year. The total ton nage of freight shows an increase of 211 per cent in total amount on all the lines re- porting. The number of employes has also increased considerably and there has been lurge increase in the total amount of \wages. Besides these statistics the report gives ex- tensive reports of all the complaints that have been be‘ore the board during the year against the railway companies, though scarcely any of these amount to much. All the board's litigation before the supreme court is also reviewed by the attorney gen- eral, and the decision in the joint rate case is given in fall, A Boston Paper r'roposes a Plan to Reor- ganize the Uu acitic, Bostox, Dec, 5.—The Boston News Bareau suggests the following reorganization plan of the Union Pacific: “It is submitted thay if an attempt to rearrange the $235,000,000 of Union Pacific ndebteduess and give full payment to the government while earnings uve decreasiug, it can best be done for all interests—the creditors, the goy- ernment and the public generally —upon some such comprenensive plan as the following: The Union Pacific stockholders to surrender, as at preseut, a majority control of property to the government, which can be representod by seven directors ont of twelve, one di- rector 1w be appomted each year, o to hold lfe positions subject to removal for cause, to have a liberal salary and 1o other oceupation, the government Lo issue £300.000.000 3 per cent bouds at par, take up all Union Pacific stock atthe av age murket value of the three yeurs ending Jauuary 14, 1504, pay the govetument debt, which the United States treasury will soon be called to pay, 1n full and leave from §50,- 030,000 to §100.000,000 of these bonds in the treasury of the Union Pacific, ono-half of which could pe used for the raising of the property to the proper staadavd for a gov- ernwent voad and one-half 1o remain in the treasury for future development. To make these bonds perpetual at i per cent would permit thom to be used at par asa basis for bank circulation," Some rate cutting has been going on by two well known roads and o well known general passenger agent imagined that his competitors were playing “horse.” With his usual ability to encompass all matters afecting the situation here the uforesad general passenger agent sat down and wrote letters to the represcntutives of the lines alleged 1o be engaged in the “'shady" trans- actions. The mayor sont ina voto of the concur rent resolution directing the oty treusurer to make tender and pay awards made by the aporaisers to acquire land for o park in the southwestern part of the city. His reason was that under tho charter ns amended no money skould be taken out of the park bond fund for the payment of such damagos until the special benefits to abut ting and adjacent property have boen assessod, and this hus not been done. A further reason was that most of the prop: erty owners whoso land was aporoprinted for the southwest park have appealed to tha aistrict court from the award of damages mado by the appraisers, and the cases ara now pending and undetormined in the dis- trict court, Mr. Eisasser bolieved the position of the mayor was not right and he did not think the veto should be sustained.
