This is because very few realize how heavy a load business has to drag after it in climbing uo again. Legis- lative uucertaintios weigh hoavily, but the past depression with trading and manu- facturing failures, involving more than §2X 000,000 in nino months, besides banking fail- ures of enormous liabilities ana failures of railway and other corporations having heavy indebteduess to individuals and firms, in- volves continual embarrassments which men are proue to forget. There has been great encouragement during the past week in the facs that November payments are far more satisfactory than was expected, and yet the 23 tensions of the month would have seemed alarming other years. Merchants who col- lect part of the amount due are rejoiced, but their buying power is not as large as nsual. The extraordinary shrinkage in purchases for consumpiion, if lessening, has still made it impossible for many firms to o on as be- tore, and the largest failure of the past week, that of the Thurber-Whyland com- paay, illustrates embarrassments which can- not be terminated in & week or a month. nlng on the Treasury.
