CONDITION OF THE GREAT INDUSTRIES After Months of Decline the Producing ¥oroes of the Country WBegin to Mend—A Brighter Outlook for the Future, Nrw York, Sept. 8.—~R. G. Dun & Co. weekly reviow says: Improvoment has ex- tended from the banks to the mills. The condition of tho great industries has dis- tinctly mended, though still seriously deo- pressed. More important by far than any rise in stocks is the fact that more works havo resumed during the past week than have stopped operations. so that the pro- ducing force of the country, after months of constant decline, has bogun to improve. The money markets are more healthy, the prem- ium on currency has almost vanished, the improvements in domestic exchange have well nigh disappearea, and while very littlo money is yot available for commercial or in- dustrial loans, there is some relief in that respect also. Soft steel has reached the lowest point on record, §20 at Pittsburg, and, consequently, all rail milis in the country are idle, but there is a somewhat botter demund for hard- ware, wire rods, barbed wire and contracts for architectural work and agricultural im- plement supplies are roported at Chicago. Sales of Wool Sales of wool have been the lowest on rec- ord for years, 1,271,000 pounds, at the princi- pal markets for the last weok, against 7,616,- 800 for the same week last year, the nvorago of 104 grades boing 17 cents, the lowest for many “years, and, in mahufacture, it ovn hardly be said that recovery appenrs, In the cotton mills resumption is quite general. The paper businessis doing better, but shipments of boots and shoes from Bos- ton are again 82 per centsmaller for the weelk than last yoar, and in three months there has_been shipped about 500,000 cases, against 1,050,000 last yenr, Chicago receipts of cattlo in August wera 200,224 head. against 818,551 last year, a de- crease of over 1 per cont. These ovidenc of the extent of depression are needed now, because they show why the sudden re- covery, which some look for, is not possiblo. It must take time to revive busincss after such a shock is sustained, and there is no occasion for disheartenment if the recovery 18 slow. . The prospects for corn have not im- proved, and the injury done by drouth seems to insure a much smaller yield than was ex- vected. The price during the we vanced fully 115 cents. Cotton b need to 8 conts with assurances that a now treas- ury arrangement will facilitate the supplies of money for moving the crop. After touch- ing 8 cents it has fallen a sixteenth and crop repor ve still favorable despite damage by the storm ia South Carolina, ' the volume of trade has been small if late is not surprising. Last Month's Fallures. Exchanges through the principal clearing. houses, outside of Now York, continuo to show a decreasein comparison with last yenr, for the past week of 24.3 per cent. Although several banks which were forced to stop in July and August have resumed this week, the numerous failurcs of the past two months have thrown into confusion_the cal- culation of merchants and cumpelled them to curtail operation. Incomplete returns of assets and liavilities for the month of Augustshow that the liabilities in about 1580 failures amouuted to $b 446,030, and the returns for the remaining failures will probably raise the amount above $60,000,000, The assets reported were $67,828.210, and while 734 of the failures, with $28,742,020 iabil- ities, wero at the west, there were 248, with 21,280,907 liabilities, in eastern states, and 300, with £5467,064 liabilities, in southern states. This body of defaulted liabilities for the single month of August exceeds the ggregate for any quarter, except five, dur- ing the past sixteen years. “The monetary situation has changed but little, for there has been an abundance of money, and only confidence in employing it is lncking. Failures for the week have been only 523 in number, agaiust 355 last weck. Whils ono large mortgage company swelled the aggre- gute of liabilities for the weok, the averago of its failures was lower than usual, 262 being for less than $5,000 cack and only four for over $100,000 oach! BRADSTREEY’S COMMEKCIAL REVIEW Everything Indicates that u Change for the Sotter Has Taken Place. New York, Sept. 8 —Bradstract's weekly review of the state of trade will say: The third suceessive weok of improving financial conditions, followed by a stimulation of de- mand for staple articles at many points, has practically satisfied the commercial and in- dustrial communities that a change for the better is a result of the improved condition, and that the movement will prove contin: uous. The last premium on currency has finally disappeared and the tendency of the banlt deposits to incrense, pointea out a week ago, has become general and pronounced. At nearly all the large financial centers funds are moro casily obtainable, though, in only a few instances, at lower rates of interes or discount. The fall in rates of domestic exchange is widespread, and very little that is abnormal remains. A carefur examina- tion of detailed telegraphic reports of the state of trade to Bradstreet's makes iv plain that easier mouey, present or prospective, has stimulated confidencein an increased volume of trade this full and next winte) but that the improvement in the financial situation has been relatively greater than in commercial lines, Industrially, the gain is noteworthy, so many mills and factories have started up within the last two weeks, Now England cotton and woolen mills re- main very generally idle, and the outlook is for lower wages in the former, Ilvidences of reviving traae are apparent in an in- creased demand from western and eastern Jjobbers of dry goods and hardware in one sale of 2,000,000 pounds of Territory, and 1,000,000 pounds of Texas wool. Western holders of pig iron are said to be asking an advarice, but this is offset by lowest pricos on record at other points, Advance In Prices The beginning of the upward swing of the pendulum reveals advances in prices this week, notably wheat at 14 cents, lard, one- fourth of a cent; Indian corn, 215 cents’; cof. fee, threo-eighths of u cent, and meats and rice amoug food staples, in addition to which oatsare 1 cent higher, cotton is one-eighth of u cent higher and naval stores also, owing to damage frow the storm. The fear that funds might not be availa- ble to move Lhe cotton and grain crops has been finally dissipated by the offers of the New York banks, yet cotton and wheat re- ceipts continue very slow. Advices from all directious report very slow mercantile col- lectious. Money is again offered on time and for the puichase of commercial paper, although rales aro not rolaxed. About $500,000 clearing house loan certificates have been redecemed and larger amounts will be redeemed shortly. The gross earnings of sixty-three railroads for August give a total of $25,553,000, arainst £20,402,000 in August of lust year, a decrouso of 13 per cont. New York, Sept. 8.—Bradstreet's weekly review of Wail street will tomorrow say: The sustaining element in speculation at present is the improvement in the finuncial situation and relaxation of the strain under which the money markev has been luboring, At the same time the qualifications attach- ing to the situation are receiving attention, which was at first denied them, “The fact that the repeal of the Sherman act is meotiug with d 0 the senate is not considered as indicative of its defeat, but constitutes an element of uncertainty. One immediate cflect is that forel conli- dence in the situation here has been checked, and though London has only realized’ profits to a small extent, buying from that quarter has been suspondcd, The maintenance of the Bank of Englana dis- count rate of 5 per cent is believed to be due 10 fear of further financial disturbance hero, with demands for gold from this country, Another unfavorable movement is the heavy decrease in railroad carnings for August, which fact also affects the foreign public more than our own. While the facts ure easily explained by the currency famine and derangement of business, Aurust fr earnings making a very poor’ showing, Mis. souri Pacific displaying for t*-= _nonth a de- crease of 837,000, Louisville & Nashyille one of §305,620, while the St. Paul company roports 4 loss for the month of $95,709, these examples being merely typical. Be. yond this, howey is a fuct that the relax- ation of the money market, though marked, has nov brought either supplies or rates to a normal test. Money, the principal in- gredient to prolonged bull speculation, is once more obtainable in limited amounts, and rumors have been circulated that trans sactions have been madeat 6 per cent. It would seem, however, that these were cx- ceptional transactions, and that the payment of a commission is still demanded, making the actual rates exceedingly stff, .
