Property Owners Object to Having ‘Thelr Lots Confiscated by a Graae Change. The renewal of agitation in the matter of grading Dorcas street from Second to Sixth street has brought the buzzing of & hornets’ nest about the ears of the city ofiicials, as in- terested property owners are decidedly up in arms about it. A continuous stream of ex- cited people poured into the office of the city clerk yesterday forenoon, each insisting that he had signed the petition for the grading under a misipprehension of the actual facts, and demanding that ho be allowed to withdraw his name from the paper. It was set forth by oneand all that tho grading would result iz the confiscation of the prop- erty, and a startling array of facts and fig- ureswere presented to back up thatassertion. The protile prepared by the city engineer showed a fill in some places of seventy-two feet, and in others a cut of nearly sixty feet. 1t was argued that it would cost'some of the property owners $1,000 a lot for grading the street in front of their places, and that it would cost them another $2,000 to raise their Tots to grade at the rate of 14} cents per cubic yard, which is the price to be paid under the bids submitted, It was freely chavged that the whole thing was the result of the soheming of one indis vidual, and that he was the one who would receive the greatest benefit if the work was done. The statement was made that if the street was graded wnd owners of abutting lots were unable to grade up their lots Lo the same grade heavy rains would cut down the high embankment thrown up by the city and the taxpayers at large would be put to a continual expense in the way of repairs in filling in the washouts. Ono strong argument used was that tho yor, although a property owner there and an intrestod party, had refused to sign the petition, although'he had not protested against i, as he was not disposed to kick if the majority of the property owners on the street desired the change to be made. M Vaughn of the detective force against John Vizzard, u fetlow oftice: Detective Vizzard is accused of making an excessive charge for bringing back a fugitive from justice from JTowa. When confronted with the charge Vizzard did not deny the facts, but said such things were customary and that he did so on the recommendation of his chief, H. . Haze, a man who now aspires to have a new office created for his spocial bonefit, namely: That of assistant chief of police, with the pay and rank of a captain. Vizzard was ques- tloning Mr. Yearcer, a fricud of the de- ceased, when Vaughn came in and asked to soo Yearger. He was informed that ho was engaged with Vizzard, and left the place swearing he would have nothing to do with tho case, nor would he work with his fellow oficer. It is hinted that Vaughn remembers who got Pearl Mackey @ pass to & distant eastorn city sowe vime ago, and it is furthermore stated that he knows the wethods employed in gotting that pass. It seems that she lived in the “burnt district” and had somo trouble, to which the attention of vhe police was called. Some time after her brother and another young fellow were arrested as sus- picious characters and locked up in the city Jul Fhey were suspected of crooked work. Pearl Mackey, who seems to have become acquainted with Vaughn, found him and drove to Judge He 's house Lo get an order for her urother's release. Judge Helsey gave the ofder, when Vaughu told him that the boy was all right, was of re- spectable fawily and was only heid on a nowinal charge. The officer in charge at headquarters was out at lunch when Peart Mackey came into the station with the ovder for release, and the jailer, sceing that the order was all right, released the young fel- low. In ashort time word was received that he and his pal were wanted for burglary at Ogden, U. T. Oficers hurried out to again vlace the young fellow under arrest and an officer went to the house where his sistor was living in “the distriet.” She denied that her brother was there, but when threatened with arrest for assisting & fugitive from justice to escape she told the officers that the young man was upstairs under her bed. He was found and again locked up. When Judge Helsey heard of the matter next day he accused Vaughn of cowplicity sod sald that the matler had i ean purch been misrepresented to him by this oficer. Vaughn did not satisfactorily ox plain this. Some time after this little episode Vaughn went to the police mateon and asked her to assist him in getting 4 pass to an eastorn city for a young girl, who had strayed away from the path of virtuo. Ho safd that he had asked so many vors of the railway companies that they might not assist him in this “good work " cordingly the matron interesied herself and secured the desired transportation.
