It passed the MacDonald garbage contract over a vigorously worded veto from Mayor Bemis. The deed was exccuted with all possible haste. Mr. Hascail, who poses as the anti-monopoly member of the council performed the functions of chiel advocate and he won, He championed the contract from start to tinish and forgot all about the independent mass meeting down at Exposi tion hall, to which he had induced the coun @1l to accept an invitation to attend ina body on the occasion of a previous meeting, Several members urged adjournment at different times to enable the council to attend the meeting, but Mr. Hascall insisted ou the yor's veto being considered previous to adjournment. " Mr. Munto inquired of Assistant Attor ney Cornish whether, in his judgment, a contract of that kind was not & franchise Mr. Cornish begged to be excused from an swering in view of the fact that Mr. Connell had already given the council an opinion on that matter, Mr. Munro stated that with Mr. Cornish he had looked the matter up and found that such a contract came under the term fran chise in the law dictionary. He pointed out other defects in the contract, in line with the objections Mayor Bemis urged Haseali's Verbal Firoworks. Mr. Hascall roplied to Mr. Munro, His remarks were more of a personal nature. He championed the contract again and aid that if it was not accepted the city would have no means of disposing of its garbage and that the strects and alleys would become filthy and unsanitary. It provides for the sewer commissioner attending to all street cuts and the inspector of plumbing is to look after the housework and that outside_the street curb. It also provides that from its passage a plumbing inspector shall be nominated by the muyor and confirmed by the council, and that in'the future the inspector shall be ap- pointed as other city officiuls. If the new ordinance is passed it means that Plumbing Inspector Duncan will have to be reappointed and confivmed.
