CEDAR RaPIDS, Ia., July 2I- e lawyers of this city, who have been in the ‘settling” business for the past few vears, have adopted a new plan of rob- bing the saloon keepers, who arc now between the devil and the deep sea. When these lawyers first began their work of bleeding the saloons they would serve an attorney’s origi notico to tha eficct that or or before a certain date there would be on file in the district court a petition praying for an injunction restrain- ing'the defendant from selling or keep- ing intoxicating liquors. The saloon keeper knew that an injunction would be fatal to his business, and very nat- urally felt that the best thing to do was to effect a settlement. This he would do with the lawyer for a money consid- eration of from §10 to $50, ana sometimes $100, the lawyer bleeding his vietim to whatever extent he thought he could stand, though usually it was $20, This would be repeated whenever the lawyers ran short of funds, Inall instances the cases were settled and no papers were filed. This worked all right for a while, but the plan was finally cxposed and the fol- lows lay low, but only for a short time. They next appeared in a new role. They formed a sort of syndicate, and in- stead of laying a speeial levy, hap- hazard, on the saloon keepers, they de- eided to pursue an altogether different tack. One of the lawyers went around to the different saloon keepers and pro- posed that for $15 a month cach, he would guarantee them against prosecu- tion in the justice courts, Somo fell in with the plan, butothers refused to have anything more to do with them, 'i'nvu the test. Warrants were sworn out and some of the saloon keepers were raided as often as twice in a”day. Infor- mation was filed before the grand jury, indictments returned, a number of them being found guilty and fined. he law- yers were making their power felt. The saloon keepers were at their merey, and sixty saloon keepers have consented to employ these “settlers” as their attor- neys. _Just what will be the outcome is hard to say.
