Happy the man who has_two mothers whom he reverences! Old Prosi- dent Quiney of Harvard said_that a man got a wood deal out of cotlege if he just rubbed his shoulders against the college buildings But he certainly does not get much in this way in comparison wilh what he gots by rubbing his lead against the cases 1 tho library. For to the true man of alert in- telleet, pure heart, and strong will the col- lege represents a new birth and a new life, fhe Ore, The mightiest river of the golden west, s it courses through this fertile plain in graceful curves and sweeps majestically on toward the sobbing s of the Pacific, is wonderfully beautiful and picturesque. Its blue dinmiing waters, gittering in the sun- light, wind away as far as the eye can reach, like some great silver chain. ‘Where rolls the Oregon ! Ah, what signiticance in those words to one who has guzed upon this glori ous monarch of American rivers," writos Herbert Bashford ina beautifully illustrated article, “The rden Spotof Washington,” in the June New Peterson To the east rose the Blue mountains, white and jagged, their sharp peaks cleanly etched against the deep blue sky. Bach canon and crag was plainly visible, and 1 suggested to the doctor that if we were across the Columbia we could easily ride to them in a short time, as they were surely not far distant. Judge my sucprise when he said: ‘Why, my dear sir, those mountains are over sixty miles aw: 1 could hardly bol S0 ‘ve it. The purity of the air here makes distance so deceiving that one might think the story of the man who, when walking to Pike's Peak, disrobed himself to swim a brook that a child might have stepped across, is not exagerated in the | least. The dryness of this atmosphere is therefore very beneficial to thoso troubled with pulmosary complaints and rhouma- tism.” Dogherry in Texas. Down in southwestern Texas, just about midway between Houston in the east and Ll Pasoin the west, and very near to the Rio Grande, the Southern Pacific Railway has built over the Pecos river the highest bridge in the Unitea States. Indeed its height of 320 fect is only exceeded by two bridges in tho world—one in_ the Aundes of Peru and the other in the Himalaya moun- tains, Just before this bridge was finished, writes John Gilmer Speed in Harper's, one of the workmen fell from it, and was, of course killed. The county judge was sum- moned from Tangtry, the town nearest to the bridge, to hold a *crowner's quest.” The judge arrived with a groat concourse of peo- ple, all anxious to serve on the jury. Pro- ceedings were begun by examining the body of the dead man. Upon these were found a loaded revolver and 240 in cash. Perceiving these the judgoe suid : “There ain't nothing to do about this case, gentleman of the jury. The man's dead, and its perfectly pluin how he met his death. But what T want to know is, what was he doing with that gun? That's agin the laws of Texas. He ain't here to explain, but be- ciuso a man takes it into his head to put on wings and mount to the skies .is no reason why the great state of Texas should be de- frauded. High Living and Henlth, Liveas near the top of your house as youcan, It isthe most healthful part of the whnole builaing, says Donahoo's magazine. There 1s more air, a freer circulation and less of the unwholesome dust from the street. People often wonder at the rugged health of servants, in spite of their constany and wearing duties. It is to & groat extew owing to the fact that they usually sleep in a purer atmosphere than any other oceupant of the house. The att werally devotcd to storage and servants' rooms. is fur more valuable than tho sccond floor bedrooms preempted by the heads of familics There are certain physi s who on their patients beiug taken way unstairs at the beginning of an illness. In the aver- age flat house tho top floor 1s always rented for a smaller sum than any of the others, and yet it is sure to be light and cool, while in the stuffy downstairs rooms one must burn gas all day. No ono passes your door, or tramps over your head, and you can have the roof fora garden, « Some people object because their ceilings get the benefit of every leak n the roof. But there is deep consolation in the fact that no one can be legally compelled ta pay rent when the roof leaks. 100! insist Koducod Salaries Very Probable, At the time of the strike of the engineer on the elevated road in New York, says a writer in Harpers' Drawe: part in bringing the representatives of the engineers and the late Cyrus W. COUNCILMEN HAVE A SOURCE OF WORRY City Indebtodness rark Avenue o Tnearred Assos by Oponing ments that Caase " Canea day. plaint — Me for M The city has an elephant on its hands in the shape of an indobtedness of $43,550, con- tracted by the opening of Park avenue, from Farnam to Half Howard, and the vacating of I'wenty-nimth stroet. Several attompts to bocoma rid of it have been unsuccessful and the councilmanic mind assing through rious stages of worriment over the matter, There is quite a bit of history connected with 1t that dates back as tar as 1886 Park avenueat that time ended at Halt Howard, and there was no continuous thors oughfare to Hanscom park from Farnam street. Twenty-ninth street was open but that did not satisfy people. They considered it would be a good idea to have a continuous thorsughfare to tho park, and the property owners st about to have ‘Twenty-ninth avenue opened and extended from Halt Howard to Farnam, and to vacate Twenty- ninth street. The Ay potition was secured and the necessity of opening tho avenue was declared by the council ordinance passed in Septemboer, 183, as was an ordinance vacating Twenty-nineh st Appraisers were then named to determine the value of the land taken for the opening of the avenue, and to fix the amount of dam- ages to the property on ‘Twenty-ninth street, caused by abundoning that stroct, and to fix & Yalue upon the oighty-fost. steib of land tormerly used as a street. The owners of the property contiguous to Park avenue, which had” been declared opened, ontored into an agreement with the eity to make up any deficit in the sum allowed for the property taken and that which would be realized from the salo of the va- ed Twonty-ninth -Lme'. )mxunn. Ta ad- dition to this, C. rown, J. P. Johnson, L. J. H. Meday bargained to pay the city the sum fixed by the appraiser as the value upon the Twenty- ninth street strip in case it was impossiblo toseliit for that price. Tho latter agreo ment was entered into April 18, 1887, Tho appradsers found that the value of the land taken for opening Park avenuo was $33,250, and the valuo “of the Twenty-ninth stroet trip was placed at §2,000. The scheme at that time was for one to 0ffset the other and the city would havo the street oponed with- out expense to itself and to but a_slight_ex- pense to the property owners. The differ- ence in the two amounts was $1,500, which the Park avenue people, twenty-two in number, had bargained to pay. Delay was experiencod by secured by Mr. Lindsay, a Twenty-ninth street property owner. wlo did not want his street ted. He was beaten in the dis trict court and went to the supreme court, where he was again knocked out. The coun- cil did not rush matters and the settlement was far from being wade. Some two wooks later, in a meeting of the board of equal tion, & new seheme was evolved and a plan of ‘assessment was agrced upon. It Was 1o assess back agamst the Park avenue property the amount ine volved in acquiving the pr ovening the avenue. ‘I'he council concluded that the property had been benefitod in vach instance the value of the lund taken. No effort was mado o sell the T'wonty-ninth street surip or to force the agreement ontorced Squires and othors, This was not dono for the roason as understood at th time that the property had depreciated in value and woula not bring near the amount placed upon iv by the appraisers. To the plan of assessment the property owners objected and went into court. ‘The property was assessod at an average of §7.70 per foot fronta; Jusimply meant that the Park avenue people were donating tho property for a street. Judge Doane consid- ered the case and held that thero wera irregularities in the call for the meeting ot the board of equalization and the assess. ment could not be made. He aiso said tl the proposed assessmcnt was unjust and should hive been extendod to the property south of Half Howard, as 1t was beuos fited by thoopening of the avenne, In the meautime the council had deeded to the Board of Iducation an eighty-foot strip of tho Twenty-ninth avenuo property 1o offset that tuken for the opening of tha avenue. The appraisers had allowed 1,000 as the value of the strip taken for Park ave. nue. This sum is still included in the amount of proposed assessment, and has noy been eliminated, although the school board has received oné picco of property for ane other. After the as Hicgal by Juc neces: an injunction cssment had been doclared e Doane the matier hung fire yearorso. Under this asscssment a number of property owners had stepped up to the treasurce's desic and paid their tax, Now they are secking to recover the amount and somo have sceured judgmoents in tho courts. Mr. Squires “and the other gentlomen sentering (jinto the agree. ment to take the strip if it was not disposed of have never been called upon to comply with its terms. This they would re- fuse o do us the property is said to have de- preciated in valuo fully ono hulf, The sult is that the city has the indebtednes its hands and Low to get vid of it most equitably s the question to be settled. 'wo or three weeks uzo at the meeting of the board of equalization the proposed plan of assessment was up. It contemplate assessing the wholw amount wgainst Park avenuo property, from Farnam to Hickory, The property owners rushed in with a pr test, and they were all objecting. The op. position wis 50 determiucd that the council voted toreduce the amount 40 per cent, and let tho city at large moet that amount. This was 1ot satis factory, and when the report of the board camo 10 the council with such o vecommendation it w rejected. The matt wis last referved to the Seventh and Ninth ward aelogations in the council and Mr. Hascall to agree upon a plan of assessment with the property owners if_possiblo.
