GOLD EXPORTS LARGELY RESPONSIBLE Flow of the Metal Wit Continue So Tong As the Balance of Trade is Agninst Us—Repsal of the Sherman Act Demanded. New York oning Post in tho gold question has bren revived by the large shivments this week and the prospect that several million dollars more are yet to be exported. The demand of Austria for gold to carry out its now financial policy is believed to have been supplied, and yot the exporting of gold is still going on, and, ac cording to bank officers in a position to know, is likely to continue at the rate of 1,000,000 or §5,000,000 a weok for some woeks longer With tomorrow's shipments it is expocted that the reserve gold in the United States treasury will b less than §00,000,000. Al- though it has been saul that «Wall street had got ovor its scare at the encroachment on the $100,000,000 gold resarve in the United States treasury, yot it is now asserted that the renewal, or rather tho continuation, of the exports of the procious motal and the consequent lowering of the resorve to a point never before reached, is the cause to a great extent of the uneasy fecling that prevails in financial eircles and of the decreasing prices of securities on the Stock eoxchange. + 850 far as reporters for the Kvening Post have been able to learn, Wall streot is unan- imous as to the cause of the tight money market and the exports of gold, and on every hand today the action of the Chamber of Commerce in adopting Mr. Simmon’s reso- lution demanding the repeal of the Sherman silver law was approved. In some quarters it has been asserted that the recent ship- ments of gold were to some extent specu- lative, that they did not faithfully reflect the conditions of trade, that thore was something extraordinary about thex. Not for Speculation. No evidence of this, however, could be ob- tained in financial circles, among the banks or commercial houses today. At the Fourth National bank it was said emvphatically that such was not the case. The shipments were absolutely for payment of commercial accounts, and_would continue as long as the balance of trade w nst us; there were no bills to be pur- ed for products coming forward for ex- port. How far the silver question is a f tor,no one is able exactly to say. The opinion of the bankers economically host in- formed 1s, however, that the immense in- creaso in our import trade, out of which the adverse merchandise trade balance arises, is largely duo to the efforts of foreign mer- chunts to dispose of their goods here for gold before our currency complications reach a positive crisis, At the oflice of Drexel, Morgan & Co., it was said that the exports of gold were prob- ably increased by the fact that money had been commanding a higher pr in London than here, and, therefore, the foreign bank- ers here did not care to down their balances in London. s of money in London had been enhanced by the scare over the A alian bank failures. Crosby Brown of Brown Bros. & Co., said that the exports of gold were simply the payment of commercial balances. The balance of trade was against this country. People in Europe wanted their money and gold was the cheapest form of remittance, there being no equivalent available. Money was worth more in London just now than it was here, but the demand there was easing up a little, Mr. Brown said. apd there were signs hore that some littie wheat was going forward. and that would tend to reduce the export of gold. Another View New York dispatch to St. Louis Globe- Democrat, June 4: The course of prices.on the Stock exchange this week hasreflected a decreasing lack of confidence. Intrinsic values no longer govern speculation. 1f they did, curreut quotations would not be pos- siole. The necessitics of the holders of stocks, whether for investment or specu- lative account, and the shrewdness ot bear operators in taking advantige of thissitu- ation, make prices on the Stock oxchange. Values were affected at the opening today by the suspeusion of a prominent Stock ex- change house in London, which was doubt- less compelled to suspend by the disasters that have overtaken investors in Australian banks. The theory was ndvanced that lower prices for American sccurities in the London market were due to manipulation from this side, but the facts do not support that view. The troubles that exist in London, how- evor, aro not as important, so far as the local market for securities is concerned, as the apprehension which exists regarding Chicago and other western commercial cen- ters. The failure of an important private banking house at Chicago today was offset in the market by the covering of shorts, be- cause the principal operators for the a unty were alarmed by specials from Washington that an extra session of congress may be called in the immediate future to repeal the Sherman _silver law. So far as can be Jearned, that theory is largely based on sen timent; and unless tangiblo evidence fortheoming thata change in the monetary system of the country is probable in the ini- mediate future, the professional element on the Stock exchunge will undoubtedly renew its efforts to depress prices, For the first time in 4 number of weeks the bank statement reflected the dependence of interior banks upon New York, and also the withdrawals of specie for export. The 1oss in lawful money this week was approxi- mately £,750,000, In the face of this loss the banks have increased their accommoda- tions to clients nearly #300,000. The de- posits of course are very much smaller than last week, yet are practically consistent with other changes, in view of the with- drawals of legal tenders to secure gold for export, ‘The net result is a decrease in the surplus reserve of nearly #4,600,000, bringing that item down to about £21,000,000. The as- sociated banks therefore are very strong, and it is to their dit that they are meet- ing every legitimato demand for assistunce from the interior, They are even cnabling Chicago, which has been priding itself upon its financial strength, to meet demands made upon it, Indications are that the next finan- cial crisis will develop at Chicago. That center hus been booming all of its local en- terprises lurgely on capital obtained from the east, June2: Interest Situation in Chicago. Chicago Journal, June 8: What little im- provement was noted a week #go and during the closing days of the month of May was of short duration, the situation this week being decidedly discouraging und offering put little promise for the immediate future. Hereto. fore the depression has been chiefly in spec ulative civcles, but this commercial failures have retarded the growth of confi- dence and given a material setback to legiti- mate business interests, ‘There has not been any improvement in the financial condition, On the contrary, country banks have been borrowers to a liberal exteut, the feeling of neryousncss among depositors neces- sitating strengthening of reserves. Holders ot stocks, either tired of putting up margins or unable to respond to furthor calls and find- ing it impossible to secure accommodations from the banks, have thrown their stock on the market. Speculation has been checked, while investors with actual money to take the stock out of the market have bought more or less freely, but the uncertainty of the situation and of the future has pre- vented many from buyin Cause of Bank & New York World, June Twenty na- tional banks with an aggregato cupital of £0,150,000, have failed since the 1st of Jane uary. The immed ures. @ cause has been the finans ofal stress through wkhkich the country is passing. But these failures have occurred only in cases where bad managoment—in some cases criminal m zement—had rendered the concerns too weak to endure a stress which soundly conducted banks have borne without inconvenience. The record is simpl, what always occurs reason money is for a jealously thin usual. Tt suggests no general insecurity among banks But, as the comptroller of the currency points out, it offers to congress an object lesson as to the necessity of a law to forbid the practices which havo rendered these banks unsound and have caused their col- lapso at the first breath of disturbanco. The comptroller says that in almost every ono of thesc cases the catastrophe has been due to the fact thav the directors of the bank had themselves borrowed its money and en- tangled it in their own private business speculations, That practice is alw dangerous, always wrong, alw dishonest. in that ivimperils other peoplo’s money without their consent and without compensation to them. It is a manifest breach of trust when they bocome themselves the borrowersof the funds placed in thewr hands. It is robbery when they employ the money in their speculative enter- prises without perfectly securing its return, It is timo for congress to interfero as the comptroller reconmends. a repetition of when for any time held more Tears for the Future. Chicago Inter Ocean, June 4: The present condition is good enough. It is fear for the future that is doing mischief. The works men still have good wages. Consequently the factories are putting out full orders to meet present demands. But they are not, as when confidence is assured, preparing for a large future trade. As present demands are met_they ara reducing their working forces. What is to be done in the matter? If an extra session of congress is to be called it should be called speedily, If, as it is to be hoped, congress and the administration are about to unite on a policy conservative of an honest currency and of protection to home industry, the sooner the public confidence in the stability of existing conditions is estab- lished the better for the country, Ior the conaition of the country is of itself good cnough; what is needed is confidence in the stability of the condition.
