Th auditor was induced to take this step by the uneertainty which exists in his own mind s to the legality of the appropriation. It will be remembered that in the house amend ment to the genoral approvriation bill the amount set apart for the expenses of the impeachment was fixed at $25,000; but when the bill r the senate the amount was reduced to 815,000, On the last day of the session, two houses were struggling in the final dissolution, side exp y the members of the conf ence committee in agr z upon the am ments. In the hands of the engross ing and enrolling clerks the bill was juggled ither by accident or design, and the amount appropriatea for the impeachment expe was left at 25,000, the sum originally ported by the house.
