Any legitimate strike occurring in Omaha among any of these trades would be of the general strike fund of th tion when called upon by the association of the trade affected. Under | the system adopted by the State Labor congress strikes among any of its affili- ated trades unions will not be recog- | nized as legitimate until the trouble has been officially reterred to and been acied upon by the executive committee of the Nebraska congress: And no strike will be ordered under any cir- cumstances until arbitration has been rejected and all efforts of the congress with conciliation have been exhausted. Insuch a case the whole strength of | Nebraska trades unionism will be di- rected upon the common foe, with the boycott as its ch est weapon and biggest gun. But this will in no way interfere with the national organization of the affected | industry throwing all its power into the bréach, nor will the American Federa- | tion of Labor be less Operative in trade troubles; on the contrary, the state con- gram is expected to lend an added local orce hithertO unfelt in labor difficulties. support I national | next session of the congress in July the arder of the Knights of Labor will, be fully represented, which will have the effect of uniting in one working whole, 90 per cent of all the unskilled and skilled labor in the state and country and will effectually restrain members of the different organ- {zations from taking the place of their | striking brothers in the other orders. Ristory of the Fi | The dominant factpr in the state or- | ganization up to now is, how- | ever, the American Federation of Labor wh has as interesting @ history as its future outlook is prom- | ising. Immediately after the civil war, on the 20th of August, 1866, delegates | from sixty labor organizations met in Baltimore and formed a permanent na- tional organization under the name of leration. annual conventions until 1872, when in Columbus, O., the national body nomi- nated a presidential ticket. The great financial crisis 1873, followed by the succeeding years of panic, drained the ources of the unions and greatly decreased their membership, but in Pittsburg, Pa., on November 15, 1881, the old spirit had revived and 107 delegates, representing over a quarter of a million of workers, assembled to reorganize on broader lines, | and the Federation of Organized Trade and Labor Unions of the United States and Canada was the manchild of their deliberations. Many, if not all, of the ideas adopted in their politic demands have since been taken up and presented | by other organizations of labor. But the national bureau of labor statistics finally secured in 1883 is claimed as the direct result of this organization. From the third convention of the re- organized Federation, held in New York, 1883, dates the earnest effort of | the substitution of arbitration in place of strikes, while the eight-hour system was first seriously agitated in the con- vention of 1884, which was held in Chi- ebgo, and May 1, 1886, w fixed for its general inauguration. The turbulent scenes of the first week of that month in Chicago and the terrible consequences of the memorable and fatal meetings in the Haymarket square created a violent reaction in the public mind; still a number of unions were suc- cessful. Tho sixth annual convention | was held in Columbus, O., 1886 and at the meeting the old federation was | dissolved, the American Federation of Labor taking its place, which originated the constitution under which the order is working, with subsequent amend- ments, to this day. At the convention at Baltimore, Md., in 1887 we dele- gates from 2,421 unions, representing a | total membership in good standing of | 600,340, as against 316,469 of the ye previous. ¥or an Eight-Hour Day In St. Louis, Mo., in 1888, the con- vention refixed the date of inaugura- of the eight-hour system for May 1, 1890, | and at the annual meeting of 850 the Brotherhood of Carpenters and Joiners of America were selected as a trade to try for the eight-hour, and as a result the movement was successful in 137 cities and benefited 46,197 workmen of that trade. The tenth annual convention was held in Detroit, Mich., on December 8, 1800, and the chief work done was the defin- ing of tne Federations attitude on pol- itics as a means to an economic end, when it was decided to keep out of pol- ities and restrict their united efforts | solely to industrial ends without doing | aught to awaken either political or r ligious dissension among their diversi fied membership.
