If the English or Welsh owners desire the abolition of the duty, the susvension of the Black Hills mines would not be necessary, for it is more than probable a tariff reform administration would do the work at the proper time. 1t must be remembered that two or three million dollars have been invested in develop- fug the property. Last fall a large mill equipped with stly started up on a test investments made since passed contradict the assumption that the wsition of a duty had a bearing as to the suspension. The action of the company is as surprising as it is inexplicable to the Black Hills people, Speaking of the suspension the Times says “A week ago yesterday Superintendent J 8. Childs of the Harr Peak Tin Mining company left Hill City for New York, having been called thither by the chief officers and stockholders of the company. He was, how ver, met at Chicago by certain mem bers' of the company, at which place consultation was held and Mr. Childs returned to Hill Cit arriving here Wednesday, and very soon after stopped all operation in the mines and mill. The wmen o all discharged, numbering over one hundred all told, and every gn of activity summarily stopped. even to the prospecting that had been done on some of the claims, uperintendent Childs is very reticent meerning the matter and othors do not seem o know the true inwardness of affairs. The machinery was made and put in by Frazer & Chalmers, nd is the finest plant ever built by the firm. 1t cost £150,000 and was paid for in three payments, the last one being made a fow days ago, when the miil was accepted by the Harney Peak com- pany. George Labram, who superintended placing the machinery and bas had charge of the test run for Frazer & Chalmers, left for Chicago yesterday. Before leaving, how- over, he instructed masons carefully’ about the details of a furnace now being built for drying concentrates before shipping. The furnace will be built as fast as possible. Tt is not an expensive affair, but is being built substantial and evidently intended for large use in the future, Several woeks ago Sup- erintendent Childs informed the Times that the mill was running satisfactorily and that a large quantity of concentrates had been accumulated, but would not be shipped until they had 100 tons on hand. So able to learn there has not been a pound of concentrates shipped yet. Connlng Over Theories. here cannot be any doubt that the run of two and one-half months has not paid operating expenses. But it was scarcely ex- pected it would, as there was more or imenting about it, as is the case w w plants. But the management w and probably is, confident of overcoming all obstacles and working to better advantage in the future. Of course there are a thou- sand theories advanced for the suspension, but nobody outside the management is cog- nizant of the facts, and it 1s impossible to ob- tain the truth. Many are of the opinion that the enterprise is a failure, while others contend that the closing down is for the purpose of depressing the tin district and buying more property. It is known that the company has bonds on about fifty claims in the vicinity of their group. Not a great while ago a certain Englishman, who took $150,000 worth of stock in the com- pany, and who is largely interested in tin proverty at Cornwall, in conversation with a well known and reliable Black Hiller, frankly asserted that the Harns works would not produce any great quantity of tin until the tarift be removed by congress, or until the Cornwall mines are worked out. o is plenty of tin in the Black and is of very fine quali May Be a Directory Row. “‘Another theory is that there has been a ruction between ' the stockholders on the n side and the Britisl “It is claimed that the Englishmen furnished most of the capital, and that the New York stockholders were made the oftl cers and munagement to evade the law, and that the management has been extravagant, and now the Inuglishmen propose to have something to say. The extravagant local management has been frequently commented upon, and it isa_fact that besides Chief fin- gineer Wilsie, who has drawn a 7,000 a year, there have been three engineers in the office who have cost $10,000 more, and that there hasn't been work encugh doue for one man. In other ways we learn the company has been under 100 much expense. *It is suid that duriug the operations for the past two months and a_ huif the only ore reduced has been taken from the Ad die. Gertie and Tenderfoot workings, the richest ore yet found ; that instead of developing the low grade workings, reducing the ore th from and bringing up the average with the high grade ore, no attempt was made to open new workings. Another Clam. “Elmer Capel, one of the engineer corps of the Harney Peak Tin company, arrived in the city yesterday on his to Belle Fourche. Toa Times repo he said he could not explain the cause of the shut down of the company's works. Whether bocause his lips were sealed by his superiors or be. cause he didn't dare (o tell, we were unable to learn. He did say, however, that the shut down was not a complete one, It is wrue the mine and mill employes were dis charged. ‘This includes the high salaried ofticers, with the possiblo exception of Su. perintendent Childs. The n who be fore the close down were excavat- ing for the foundations of the smelter and drying room were not dis- charged, and from the looks at present will not be, at least not before the contract is completed. The pumps are, with the excep- tion of one, which was taken out yesterday for repairs, still in operation. The number of acres, therefore, credited to Nebraska for that year w I feel confident in saying, equally as far below the mark. But what ever the fact may have been in 1580, the re markable progress made in the th years since that time great interest which the awakened, Weste lags hind the other states within the said belt, yet I can name on my fingers completed e terprises on the North Platte river alone which cover over 200,000 acres. Nor do you suggest a tithe of the advan- tages of irrigation when you say that the furmer's crop is thereby assured. That is much, I admit, bnt the yield isalso increased from four to six times as much; the quality is far superior and the growth is so acceler- ated by apvlying the water just when it is needed and by having constant suns that successive crops are grown the same ar. And besides, the most profitable rops are such as thrive best in dry climates. n, work is not delayed by rainy weather, nor isthe farmer delayed from market by muddy roads. But the actual results are what are most startling. Colorado, for instance, is known as a mineral producing state and agriculture is not thought of in connection with it, and yet within the past few few years has been the spread of her irrigation system that though her mineral outvut last year reached the enormous sum of 38,000,000, yet her agricul- tural and horticultural prodict, both wholly dependent-on irrigation, amounted to but a fraction less than £0,000,000 in value. The vast population supported b method of agriculture in other countries is a tartling fact to an American and which illustrates, too, the increased yield produced by it. There is a canal in China over 700 mstructed beforethe Christian era and is still in operation, which supports along it banks the densest popula- tion per square mile on the face of the globe. Again, in India. The province of Punjab has an area of 106,632 square miles, or about one-third more than the state of Nebraska; of this area 36,755 square miles only are cul- tivated—that being the area under ditch, and less than oue-half the area of Nebraska; yet it supports a population of over 22,000,000 of people, or one-third of the total popula- tion of the United States.
