County Commissioners Listen to Arguments on Extending That Thoronghfare. The county commissioners yesterday after- noon for two hours discussed the old ques- tion of the improving of South Thirteenth street from Missouri avenus in South Omaha to the Sarpy county line. Tn this discussion they were aided by a number of tho inter- osted property ownors. C. S. Elgutter, in behalf of the Sonth Thirteenth street people, siated that a couple of years ago, when the city of Omaha and the taxpavers in tha south part of the city paid their proportion of the monuy for the grad- ing, there was an implied contract that tho county would doits share Lo extend the strect to the Sarpy county line and make it one of the main thoroughfares ana boule vards leaaine from the city. Tho prope along the lino had stood the burden of the taxes and the county had done little or noth- ing. The result was thata street had veen started without commencing or ending av any place, The couuty attorney haa given 1t as his opinion, said Mr. Elgutter, that the citizens could pav one-third and that the county could legally pay the other two- thirds. Tho matter had reached the point where tho only question at issue was whether or not the county intened to keep faith with tho people who resided in that portion of the eity. John Rush stated that tho grade that had been put in by the county was being dam- aged by not having been properly protect that it was being washed away. Great ruts had been cut into the embankmeant and 10,000 square yards of earth would be required to make the repairs, ‘Ihe original intention, Mr. Rush smd, was to mako that a yreat boulevurd and a popular drive. Caspar called attention to the fact that while the people residing south of Farnam street paid a large share of the taxes, they wot but little of the money for improvements. On acconnt of the county failing to live up to its agreements, South Tairtosnth had become almost abundoned and nearly all tho stores were emptv. He was of the opinion that if the county made an appropriation suflicient to grade the street, the taxpavers throughout the entiro county would hold up their hands and say *‘well done, good and faithful servants.” Commissioner Stenberz felt thal the street ought to be graded, but he did not see whero the funds wera to coms from until the next levy was avaiiable. Chairman Berlin said the point was, had the county the authurity to appropriato tho monoy for making the improvements, when tho wholeof the straet which it was intended to grade was within the corporate lumits of the city of South Omaha- Mr. Stenberg waintained that the road fund was in ratber a depleted condition ana that Ly the time the next levy was avail- able the general fund would ve overdrawn at lenst £50,000. Mr. Clark threw out the suggestion that if the general fund could be overdrawn in such a large amount, thers was nothing to pre- vent the ovararawing of the road fund ina small amount. Mr. Stenoerg replied that the overdraft on the general fund was something that was absolutely necessary. The courts had to run, the salaries had to be paid and the poor had to be cared for regardiess of the condition ot the gencral fund. As chairman of the committea on roads Mr. Williams assured the gentlemen from the south side that their requests would re- ceive attention and that a decision would be arrivea at before the end of the vear.
