~ DOES PROTECTION i PROTECT? | &2 Ringing Answer in the Affirmative by the Weol Growers of Ohis REMARKABLE GROWTH OF THE BUSINESS The Interests of Flockmasters Reviewed by President William Lawrence— Political Principles of the Patrons of Hosbandry. The semi-annual meeting of the Ohio ‘Wool Growers association was held on the Ohio state fair grounds in Colum- bus, September 14, As is well known, the association is the largest and most important union of flockmasters in the Unitea States, and its deliberations are of gpecial interest to the farmers of this country. The president of the or- ganization is Judge William Lawrence. who was a prominent lay delegate to the Methodist general conference in Omaha last May, subsequently visiting north Nebraska and the Black Hille, of which he causca to be published glowing ac counts of their growth, resources and , vossibilities {3 ¥ | The nddress of Judge Lawrence pre- sents an array of important facts bearing ' on the wool industry and its relation to tho present tarifl law. American Wools the Ilest, Judge Lawrence asserted Ohio and other western states can and do produce wools equal to any, if not the best, in the world for the fabrication of clothing, and that hence no foreign wool is needed to mix with them. The latest evidence, equal to any other in author- ity, comes from a very able and candid free wool paper, the Boston Journal of Commorce of September 3. It an- nounces this meeting of our association and says of Ohio wool that “*No better wool is grown in the world for the manu- fucture of goods in which aurability and utility are the desiverata.” The Journal then describes woolen fabrics for men’s wear made by the Bel Air Manufacturing company of Pitts- field. Muss., exhibited at the Philadel- phin exposition of 1876, *“unexcelled or unequaled by any foreign or domestic woolens of like character,” and mude of mixed **American and Australian fleeces of high grade,” and then says: “Their great beauty of finish was due more to the presence of the Australi n than wo the American wool. The latter gave the strength and durability to the_ goods and the former their elegant appearance. * * * In a somewhat circumscribed area covering a few counties 1n the soutbeastern part of Ohio aud certain contiguous ounes in Pennsylvania and West Virginia a lim- ited number of sheep can be found that vroduce wool from which goods can be made fully equal in every respect to those manufactured wholly or in part from Australian fleeces.” This in plain English means that the ‘wools of Ohio and adjacent states for Sdurability ard utility” surpass all the wools of the outside world, and some of them add to these qualities a capacity for “‘beauty of finish” in muanufactures “equal in every respect to those made wholly or in part of Australian wool. This Philadelphia exportation was six. teen years ago. Since that time there has been a great increase in the produc- tion of the best wools of Ohio and othe states. Under four years of favorable legislation, the area of del:ine merino, superior 0 Australian wool in strength and fiber and equal, if not superior, to it 1n capacity of beauty and finish, would include ull Ohio, southern Mich- igan, West Virginia, western Penmsyl- vania and other states east of the Mis- souri more than sutlicient to supply the wh American demand for such wools. ‘We could indeed afford todispense with the alleged *superior finish,” but that 18 no longer necessary. Proteciion Frotects, Judge Lawrence then reviewed the tarifl legislation of the country and the declaration of principles of the republi- can and democratic parties. Referring to the McKinley bill he said: The McKiniey law-imposes o duty on imports of unwashed merino wool of 11 cents per pound; on the long wools, washed or unwashed, 12 cents. Every * reflecting man must know that if a wool- grower in Canada, Mexico or Australia brings his wool to the United States and finas a market at <6 cents per pound and pays o duty of 11 cents for the privilege of gelting it he he only realizes 15 cents for his wool. The American wool grower who receives 96 cents und paye no duty is protected just 11 cents per pound. Statistics show that this has been the result under all our tariiffs. See Aldrich’s speech in senate July 26, 1802, “i’uil und adequate protection’ is that which enables our wool growers to charge a fair price for wools and imposes such a tariff on for- eign wools thut on such prices none can be imported. This would soon and justly give tne whole American market 10 wool growers, with no pouna of for- eign wool imported. And similar auties with like result should be applied to all woolen and worsted goods. Protection protects. The wool tariff of 1567 was the most protective in our history. Sheep in- erossod i the United Statos from 40, 765,900 in 1880 to 50,026,626 in 1884— more thau 24 per cent. In Murch, 1883, protection was re- duced on clothing wools about 3 cents r pound. Sheep de ssed from 50, 26,024 in 1884 to 431,136 in 1891-—a decrease of 17 pel cent. During this period, with proper protec- tion, the increise should have been at least 12,000,000 But in December, 1886, the secretary of the treasury recommended freo wool and President Cleveland’s aunual message 10 congress of December, 1587, substan- tially maiutained the same hostile atti- tude, followed by the pissage in the house of representatives of the free wool Mills bill. These threatened dangers had their patural effect; they drove farmers fiom wool growing Lo excessive production of cercals and all agri cultural industries suflered depres- sion unequaled in a quarwer of a cen- tury. The clection of Generrl Harrison as resident in 1888, on a platform declar- nfl for “'lull and adequ .te protection,” followed by the McKialey protective L wool tariff of October 1, 1800, again re- wived the wool industry, and sheep in- creased from 48,431,180 in 1891, 1o 44.- 938,365 in January, 1802—an increase of f 1,807,129—0r nearly 4 per cent.—the average value of all'increased from $2 13 | per head in 1880 10 $258 in Junuary, r;w- The number of sheep as returned by nssessors in Ohio inorcased from 8,504,800 of the value of #8918,376 in b 1800 10 5,855,824 in 1802 of a value not yet oficially published—an increase in numbvers of 202,024 or more than 7 per cent, besides spring lambs uot assessed. The McKinley uet was intended to ‘heen highly beneficial to wool grow- Statistics prove that it has: (1) enhanced the value of wools: (2) it has reduced importe of woolen goods and #o increased tho demand for our wool (8) it has caused foreign woolen factories to come to the United States and it has enlarged our own factories and added to their number and thus increased the d: mand for our woola. Its purpose has been in part defeated by the decline in foreign prices, which were not expected when the law was passed. The remedy is by increased protection. And wool growors should know from every candi- date for congress whether he will aid in uring this and if not, then refuse to e for him. Ohio has 80,000 voting wool growers—there are 1,000,000 or more in the United States. Now is the time for all to assert their power and demand protection as fully as that ac- corded to our most favorcd industric Patrons ot ¥ handry. In conclusion Judge Lawrence pre- sented the following declarations of the Patrons of Husbandry: “The position of the grange as an or- ganization upon the question of the tar- iff is often inquired about, often misun- derstood and sometimes misrepresented. As a party question the grange takes no part in the discussion, t has never at tempted to make all its members pro tectioniste, neither has it advocated ‘free trade.” And yet the grange has a tariff policy. *“*What 1s that policy It i the principle of equality as found in the declaration of independence, and guar- anteed to us in the constitution: That all citizens shall be equal before the law. The very essence of all grange measures for the relief of agriculture is today, and always has been, that old principle of our forefathers—equality— equality before transportation laws, equality before tax laws, equality be- fore finance laws, cquality vefore tarifl laws. Hence, the grange has unitedly insisted that all tariff laws shall ‘pro- tect’ the product of the farm as well as the product of the factory. ““The grange opposed the tariff of the Milis bill because it placed thirty-three articles produced upon American farms upon the free list to start with, and the average tariff for farmers in the whole bill was less thun one-half the average tariff it gave the manufacturers. h grange tarifl plank is ‘tariff for ail or tarifl for none; equulity before the law.’ Interested parties, manufacturers and others, have for a number of years been teying to amend the tarift lawe o as to provide ‘free raw materiais,’ at the same time that the asked high tariff on the goods mad from tho so- called ‘raw materials.” Parmers have not asked for this “free raw material’ legis- lation, but the grange has persistently and constantly said, ‘if free wool, then free cloth, free blankets, free carpets and free everthing made from wool.® “The bill lately passed by the house of representatives (the Springer free wool bill) placing wool on the free list entirely ignored the rights of the farmer guaranteed under the constitution, ana the grange will never endorse such uction while a single cent of Guty res mains upon manufactured wool. Wool is not a ‘raw material.” Wool is a complete, manufactured article lor the Y farmer, the result of his investment of labor and capital, and it _should stand equal before the tariff luw with woolen goods. Tke grange ultima- tum is: If you take all tariffs from the farmer’s product of wool, then take all tariffs from the manufacturer’s product of woolen goods; or, if you have a pro- tective tariff, however small, on the woolen goods, then have an equal pro- tective tariff on the wool. The question is not bigh or low tariff, free trade or protection, republican or democratic policy. It is a question of right, jus- tice and equality before the law, belong- ing to every American citizen. The same proposition is involved in free po- tatoes, free hides, free barley and free other farm products, which we are toid are coming. But interested parties may rest assured that the farmers in their great national organization, the grange, are in no sense divided on this plain proposition of right, equity and irnes A few figures as to the farmer’s man ufactured project—wool: . . . There are about four times as many farmers engaged in ‘making’ wool as there are manufacturers and all their employes engaged in making woolen goods. “Our farmers produce upward of 500, 000,000 pounds of wool annually.
