Judge J. H, McCulloch was tho principal speaker, and considered the negative side of the question. He referred to the difference between the state and mwunici- pal laws on the subject, ‘I'te statutes treated gambling as a felony, punishable by a fiue of from &0 to $00, ana imprisonment for not moro than two years. The compiled ordi- nances of Omaba considered it oxly u misde- meanor and provided ouly for a fine not to exceed §20. The recent gamoling ordinance raised the fine to from %) to §2)0 ‘Yhe speaker contended that what the statutes denominatea as a felony was a felony and the city had no moral right to make it anything less, 1t would be contended thav it was dificuly to convict under the state law, but the same ovidence was vequirea to effect & conviction, no matter what the crime called.
