" GRAND ARMY DEPARTMENT Progress of Preparations for the National Encampment, HOW THE VETERANS WILL BE LODGED Sights That Wil Marines Well s the So tquartors—The Tieklo diers—Gloanings from ot the an Ladios While stato, district and county re unions interest locally tho memb ers of the Grand Army, the great magnet of the year is the nationnl encampment at Washington. To this Mecea all veterans who can afford the expense are propar- ing to jouraey. The citizons of Wash- ington have taken o most creditable in- torest in the encampment. They have $55,000 for providing lodgings for such veterans as cannot afford the luxury of Washington hotel life during their stay und will furnish quarters for not less than 50,000 men. Theso quarters include the schools and availuble public build- ings and temporary barracks and tents. The committee will put up bunks, light the quarters with electric lights so there may be no danger from fire, provide means for washing and givo the men every other accommodation that will add to their comfort, Applications for guartors are coming in at hoadquarters at thoe rate of almost 1,006 men a day, and at the prosent timo more men, by many thousands. have been quartered than have attended any previous encampment. It would not re- quire such an awful strotch of the imagination for the spectator lounging about in the rear of tho white house to believe that Cramp had removed his shipyards to that immeainte vicinity. Au all events, the construction of the good ship Kearsarge is going on, and ihe veterans who served on the United States war vess are lending their labor and their energy to makoe the vessel u success. When complete, the Kearsarge will be visible from her water line up, and will appear on the green lawn s if lying at anchor. Col. Michael now at Norfolk for the purpose of securing such material as may be nec cessary. When the vessel is finished it will ot be a rouch model, but will bo a vorfect representation of the tamous vessel which sent the Alabama to the bottom of the tho coast of France. At the last muster of the Potomac As- sociation of Naval Veterans the subject under discussion was the various pro- jects for the entertainment of the visit- ing shipmates from other ports. Colonel Michael, chairman of the naval features of the Grand Avmy reunion, was called upon for a fow remarks, to which he re sponded, and gave an outline of what it was proposed 1o do, and with the assist- ance of the shipmates of the Potomac association he said he had no fears but what the desired object would be accom- plished. It is proposed to hold reunions on the ship, certain days being assigned to the North Atlantie, South Atlantic, Guli and Mississippi squadrons and Poto- mac flotilla. The first day will o as- signed to the Kearsarge, on which day a prominent navai officer, one who was on the vessel during the fight with the Alabama, will deliver an address suit- able and appropriate to the occasion, In each of the other squadron reunions it is proposed to obtain some one to de- liver an address relative to eachstation, Plans ave being suggested to have a ball on the ship about the middle of the week which will be arranged in the same manner as though the ship was afloat. Thousands of those atthe en- campment have never seen aball on bourd of ship and this feature of the program will be something new. The naval veterans are busy making their asrangements to visit Baltimore on the 17th of September next, and have in- vited all vetevan sailors of the war to join them. The entire Naval Veteran association will come over from Balti- more on the morning of September 20 and take part in the Grand Army of the Republic parade, it is proposed to construct a magnifi- cent arch across Ponsylvania avenue in front of the Treasury department in honor of the veterans of the Grand Army. As the e of veterans swing out of Fifteenth street into Pennsylvania avenue and before passing before the presidential reviewing stand they will pass under this arch. The structure will be pure white, and will rise to a height of some ninety-five feet. It will span the avenue from curb to carb, a width at that point of some wighty-five feet. The span of the arch will be some fifty feet, and the height about the sume, The style is of the classic order, vhe pilasters on each side being finished with Corinthiap capitals, Upon the square top and at cach end will be placed figures twelve feet high, one representing a soldier of 1565 and the other o Grand Army of the R public veteran of 1892 These dates ave below. On the other side will be a figure representing a sailor and his civilian counterpart of today. In the middle portion will be a coat of wrms of the United States surrounded by fla The figure as well us the coat ot arms will be in white, in harmony with the rest of the structure, which will be built of wood and galvanized iron and painted 1o represent white marble. In tho pedi- ment of the arch will be the words, and Army of the Republic,”” and be- low the motto *‘Fraternity, charity und loynity.” The structure will e buily substuntially and will be quite different from the gaudy affaivs which are some- times €een on such occasions. There will be no colored bunting or stroumers used in connection with this arch. It will be piain and simple and at the same time dignified Ladlies of the G, A, R. Mrs. M. E. Realizing thus our position of trust, let us begin work with clearor views and higher aims. Lot us reach out beyond the quostion of personal honor and ro- membor that the land rescued from dis- solution by our fatkers and husbands can best be prosorved by the mothers and wives, for “'the hand that rocks the cradle rules the world.” In anote to Tie Ber Mrs. Huffman contradicts the veport recently pub- lished that the organization she repre: sonts was an offshoot of the Woman's Relief corps. Shesays the organization was started in 1860, General Ordors No. 12,issued by Com- mander-in-Chief Palmer, contains itoms of interest to membors of the Grand Army in addition o those already pub lished.
