B, Kooepfler at Des Moines with roference to the payment of tuition by pupils of the public schools who reside out of the district wuere they atteod. The attorney general holds that wny pusli may attend free if his parents reside in the dis- trict, or if he himself has separated from his parents with no preseat intention of re- wroing. If, bowever, & child leaves howe for i duy, week, or term, to attend school, intending Lo go back bome when the school is out, he holds that he comes under the head of pupils who “'sojourn temporarily,” as tho statute has i, aud’is therefore 1o be re- quired w pay tuition, Another question is also decidea with refercuce to the issulug of teachers' certifi- catos. Superinteudent Knocptier asks if & teacher's certiticato issued in one county sed endorsed by the county superiutendent of auother county is to be considered o legal certiicate to allow him to teach in the second county, Mr. Stone says he law pro- vides that teachers shall pass examinutions at the openiug of each school year, sod although it may seom needless to compel an experienced teacher Lo tudergo an exwwin tion year after year, the statutory life of a certificate is oue year, and there is no law lunv. sulboriszes & superiotendent Lo seek Lo renew it by endorseraentafter its expiration. This last decision is likely to make a great change in the present munner of running tho schools, Itis almost a universal custom in the state for superiutendents to renew from year to venr the cortificates of teachers who are knoin to be capablo, and the new rule that will go into offect by the atterney gen- eral's decision will cause a deep wail of dis- isfastion from the schoolma’ams. —— Summer suits for gentlemeny comfortable and cheap. Pect & Co., the wastern agents for the company, co-defendants with Kappef.
