GLADSTONE AND THE IRISH ! They Are Satisfied with His Proposed ! Home Rule Policy. THERE WILL BE NO DELAY IN THE MATTER Scenes Incldent to Swearlng in the New Mombers of Parl nt—Morley Will 1o Chlet Secrotary for Treland— glish News Notes, (Copyrighted 192 by New ¥ Assnciated Press.) Loxnoy, Aug. b.--The sories of confor- ences botweon the leadors of the Irish party and Mr. Giadstone have definitely resuited in such & acgree of mutual confidenco as promises to expedite groatly the advent of home rule in Ireland. Tne McCarthy faction laid considerablo stross upon the acceptunce by Mr. John Morley of the post of chiof seo- rotary for Ireladd. - Mr. Morley himself was reluctant to accept the secretaryshiv, desir- ing some less arduous post in the cabinet, and only agreed to nccept it whon it was reprosented to nim by Mr. Gladstono that no other ministor would so fully command tho support of tho [rish members. Referring to the roports printed in some of the Inglish papors that cortain Irish members might take office under Mr. Motloy, Mr. Dillon said thut such a thing was next to impossible, No memover of the party, ho declared, would dare to accept a placo under any @Euglish government. “We are pledged,” bo added, “'to accept no post ex- cept under apurely Irish administration when we got it, and any man violating that rule would be expelled from the party. The English papers are entirely wrong in regard to tho matter.” Price of Trish Support. When asked whother he could communi- cate what modifications Mr. Gladstone had made in s homo rulo bills, Mr. Dilion roplied that he was notat liberty to say anvihing excopt that tho Dbill was destined to be one that Mr. Parnell would havo accepted, adding: **We will not tako anything less. Mr. Gladstone knows that ovr position in tte matteris definite and inflexible. Mr. Gladstone knows that to_his own modification of the bill, as ac- cepted by Mr. Parnell, we will not go back on, havo no reason to suppose that tho liberal leaders contemplato Riving us loss, but if any change should oceur altering the policy we will at once suspend our support of the liberal government. ‘Phe American press ought to know that our position is one of entire independence. Our alliance with the liberals is to carry home rule. Weo will support them us long ns they keep to Mr. Parnell’s bill, not a momeut longer.” ““When do you expect Mr. Gladstono to in- troduce the home rule bill " Mr. Dillon was asked. A5 s00n as tho houso reassembles in_Jan- uary, or early in February. We do not ox- pect an autumn sossion. o house is likely to adjourn next Friaay.” Obligating the M When the House of Commons adjourned today 343 members had been sworn in _ana had sigoed tho roll. 1t was a good day's work and was devoid of solemnity sometimes associated with oatntaking. A number of the membecs simply aflirmed, including John Burns, one of the labor leaders, aud Mr. Naorojo, the Parseo. Several Quakors and Jews took the oath with their hats on. Keir Hardie, the laborist, walked up the floor of tho houso keeping his cap on until ho was called to order, when he reluctantly took it off. He has already acquired in the houso tho eharacter of a pugnacious lout: but the house has lashed into docorum even worse specimons than he is, Mr. Davitt took the oath without a sign of conservative protest, aud was ut once sur- rounded by congratulpting: mombers, who were glad to bail him as a gentleman, even if he was au oid Fenian convict. Possible Forelgn Touble, The serious position of affairs in Afghan- istan has decided the Indian government, to send General Sir Fredorick Koberts, at tho head of a large detachment, called an escort, but really a small army, t0 meet the ameer at Jellalabad. Tho existinz settlement with, the ameer was maoe by Sir Lapel Geiftin, ‘instructed by Mr. Gladstone, whose entraice is thus sigral- ized by fresh troubles. The Newcastlo unionists have solocted a wealthy London merchant, Mr. Ralli, to con- test the seat against Mr. Morley. MPEROR BACKINC mbers, DOWN, Bismarck Seems to be on Top in His Fight With Willlau [Copyriyhted 1592 by James Gordon Bennat.| Benwiy, Aug. 5. —[New York Herald Cable —Special to Tue Bek,|—~The advanced lib- oral Freisinnigo Zeitung, Bugene Richter's moutnpiece, which lately defonded Count Caprivi, prints the appended leaderotte on the Bismarck question. As you will seo, 1t indivectly and unwillugly confitms the re- cent statements of the Herald: ‘‘Just before the emperor's return the announcement, which seemed so unreliable that wo took no noticeof it, went round tha press to the offact that we might expect to seo tho goy- erament adopt a resolute attituda with re- ward to Prince Bismarck's attacks. The somi-ofticial announcement is now bolng cir. culated in the various newspapers, in which it is said that no reasonablo man could think it possible that lezal measures should be taken against Prince Bismarck. It may be addod thav the government will not veuture 10 publish any moro documents or allow itself to be dragved into frosh discussions. So long as Bismarck contines himself 1o the use of tho light artillery of consure the gov- ernment will ramain silent. The campaign will only be resumed if Bismarck has ro- courso to the heavy urtillery of misropro- sentation.” 1t might be foolish to jamp at conclusions on the strength of & few novspapor itoms, but these Lines in tho Freisianige seem semi- official. The communications to which . they rofer read very much lika a confession of do- feat and impotence, 85 You know the govera- ment did adopt a resolute attitude when the emperor returaed, but somehow or other his majesty was just as resolute. Count Cap vivi's attacks on Bismarck and Walderseo were not approved of by the emperor, The chancellor's apologists are siuging small again, Mevrzen, SAMOAN AFFAIRS, d with Ruler, Apra, Samos, July 20.—|Via San Fran- cisco.|—Mataafa is still at Malie, with a very strong following.
