Several months ago be located o little mission on Middle Broadway, occupying for the purpose a va. cant store building. At the start there seemed to be no clearly dofined 1dea of just what the work should bo, aud it was com- menced by holding nightly meetings of a re- vival order, somewhat aiter the style of tho Sulvationists, The room was well heated ana lighted, and during the winter evenings it afforded comfortavie quarters for many people of the humbler classes who drifted in to bicar the siuging and praying. Many camo because insufticient clothing and fireless homes made the mission room the pleasantest place they could find. The air was frequently thick with tobacco smoke, ana sometimes almost shuddered with its burden of loud smells, some of the loudest often coming from tho het breath that poured from rum-soaked lips, But DeLong aud bis rs mingled with the crowd, talked, prayed and sang to thom, and quickly awak- ened a deep interost, Clothing was furnished thoso who wore tho most needy after it had been gathered up by patient canvassing throughout the city, and scores of cases of roported destitution were inquired into and much actual distress relieved. The exceptions noted are: First, that ono line passing through Daven- portand Rock Island was not consulted in the adoption of the proposed rates; second, that, as the right to meot competition of the boats from St. Louis to St Paul has been denied to the roads running north from that city, differont treatment should not bo ac corded the lines from Davenport and Rock Island: third, that tho authority given in May, 1501, to meet competition was not por- petual, but ceased when the river closed, and cannot be resumed unless tho authority is re- sumed. Chairman Midgely 1s inclined to hold that all throe excoptions are woll taken. Accord- ingly he navised the chairman_of the com mitteo that in WS opinton tho authority given last May to meet river competition ex- pired with the year, and requosts the com- mittee not to act uutil specitcally em- powered. When the freight representatives of the Central Traffic association met in regular sossion today they were confronted by a question that was not down on the docket for consideration at this meeting. This was u proposition to reducs the rate on grain from Chicago to the seaboard, IFor several weeks somo of the roads have been shading grain rates, The conscrvativ linos hesitate to meet these secret cuts, hoping that tho guilty onos might be reclaimed and demoralization avoided, but this hops has boen dashed to tho ground by the action of tho lake and rail lines in openly announcing a rate of 17¢ cents per 100 pouads on grain from Chicaito to the seaboard. This is 214 cents below tho agreed differential, aud will force the all-rail routes to make a similar reduction. The matter was only informally discussed at to- day’s session, and with all the other subjects awaiting consideration it was referred to one of the various committees, to bo reported upon tomorrow.
