In regard to the resolution Mr. Dockery said: I asked the house o adopt tho resolu- tion for the reason that there scems to be some doubt upon the question, especially emphasized by an interview with the secre- tary himself, publisbed in this eity, in which no 18 quoted as saying: “As to the $100,000, 000 of gold rescrve, it is held azainst the $350,000,000 of uational bank notes to make the credit of the government impregnaole, for no one would be able to get together enouxh greenbacks to take all toe gold out of the treasury, aud therefore do 1ot take auy, but these notes outstanding are legal tender, and the government can abd would use this gola reserve if it needs to, in & pinch. T'he question upon which Mr. Dockery de mands a formal decision from the judiciary committee is held the democrats to be of the utmost importance not only to the apnro priations committeo, of ~ which Mr. Dockery 18 & member, but also to the house | 83 & wholo in the coming discussion of | the rovenus reform bills reported by the ways and means committee, If the gold reserve should be held not to be availa | ble for current expenditures it simply means, they say, that the F'ifty-second congress had 100,000,000 less to draww upon in the matter of appropriations than has onerally been understood to be available. Tho democrats say that their declarations will then be justified that the country is confronted by a deficit in the public treasury as the result of the lavish appropriations of the Fifty-first congress, and that Mr. Holman and his col lengues of tho appropriations com mittee _must Gemand economy aiong the line, The tariff reformers, too, that all the protection of the MeKinl has been able to accomplish has been to save the public treasury from the verge of bankruptey, and point in contrast to the euerous surplus that existed fu the treasury at the close of the Cleveland naministration as cormpared with the depleted cordition that they insist nust be precented at the close of the Harrison administeatic Contirmations, Wasmiseros, D.
