A Paddock, United States senate—My senator: Iam fn receipt of three lotters from citizens of Nebraska referred by you for my information. which letters assume that Dr. Salmon, chiof of the Bureau of Animal In- dustry, has been carrying on a controversy with Dr. Billings of the Nebraska experi- mont station, making unjust and unwarran- ted attacks, and interfering with the latter's scientific work. The writers of these letters request you to take such steps as may be possible o prevont such attacks in the future, and to causo tho chief of the Bureau of Animal Industry *to let your ox perimeut station alone. Coming from intelligent geutlomon, one a member of the State Board of Agricultural, sud one a state senator, those lotters aro do- serving of attention; and as thewr state ments are diumotrically opposed to the facts, I take this opportunity to placo the matter before you with some’ detail, since if vour correspondents tiad directed ' their attention to the stato experiment station where the coatroversy originated, instead of 1o this de- partment, the evil of which they complain might have been arrested loug ago. It may not be known to your correspond- ents that when Dr. Billings tirst became connected with the Nebraska ixporiment station in 1886, & request was made on my predecessor that his salary bo paid from the appropriation for the Board of Animal Industry, so that he could have more funds to use for other purposes. It was not deemed proper to comply with that re quost, and since it was declined, Dr. Billing has kept up a constant atiack on the Bureau of Animal Industry, not in the form of courteous, scientific eriticism, but made up of dogmatic assortions clothed in the most of fensive language, and flling column aftor column in the Nebraska State Journal and Westorn Resources, but nov by any moans confined to these. It is a fact which can vo established by documentary evidence, that when this investigator first reached Ne braska, and before he saw a case of swine disease, ho began his attacks on Dr. Sal mon’s investigations of this subject in an ed- itorial covering nearly a page of the Ne braska Farmer, which had been temporarily placedin his charge. Theso attacks were 5o frequont, so vien- lent, and 50 ungentlemanly iv their language, and occupied so much of the space in the station bulletins, of which he was the author, that it was considered a disgrace not ouly to Nebraska, but to the experiment stations as @ whole, and resulted in a resolution of ‘‘em- phatic disapproval,”” passed by the Associa- tion of American Agricultural Colleges and Experimental Stations. But the attacks were kept up, and he finally demanded a commission of scieutific men. to de cide whether or mnot he had shown the investigations of the bureau to be unreliable, whether the reports of the bureau were true or false, and whether, to use his own words, he himself was or ‘was uot o fraud. Or the request of the National Swine Breedeors’ associalion, such a commission of scientific men was appointed by my predeces- sor; it was constituted in accordance with Billings’ wishes, it was pronounced by him 10 be satisfactory, and yet, after a long and careful investization, it endorsed the inves- tigations of the Bureau of Animal Industry inovery essential particular, and in every essential particulardecided that Billings was wrong, and intimated that his methods of work were not all that could be desired. Not satised to allow thecontroversy to drop here, ho issued a pamphlet entitled, *lv dence Showing that the Report of the Board of Inquiry Concerning Swino Diseaso w Fixed,” in which he attackea the honesty snd veracity of the honorable, scientific,gen tlemen composing the commission. This disgraceful couduct, this use of ex periment station funds to carry on these bitter attacks against the Bureau of Animal Industry, must have attracted some atton- tion in Nebraska, for it was publicly stated by the press that it was a condition of his rocall to Nebraska that this warfare should cease. Soon after his reappointment T recoived a letter from him usking that £,000 of the funds of the Burcau of Awmal In dustry should be turned over to the state experiment station, to be ex- pended by him in his investigations, the con ditions Veing that the persons emplovea should be selected by him, and that the Bu- reau of Auimal Industry should have no con nection with the work. and no control or su- pervision over the expeuditure of the money Atthe same time he assured me that he should do his utmost against the bureau. Such a proposition, 1t is neediess to say, was not acceptea, and since that tune it has not ouly been Dr. Salmon aud the Bureau ot Animal Industry that he has attacked, but myself and the department of agricuiwure as a whole. Under date of August 10, 1501, he pub- lished an open letter addressed to mo, in which he guoted from department reports, garbling his extracts and mnisrepresenting the position of tho writers in orderto deceive Lis readers and convey the impression that the department had been inconsisient in its published reports. He asked that a mun be sent 1o Nebraska to wnvestigate his methods und the results of his inoculations: but he was careful to dictate as 1o the man whom he would receive, and couple this with the threat that vuarious intiuential men “are all anxious to bring this about; and I will re- spect their desito quietly and gentlemanly if I can, bitterly aud determincdly it I must.” As I declined to consider this proposition until the return of Dr. Salmon from Kurope, he telegraphed me under date of September 20 in the following poremptory language : Parsons only will be accepted. Time oxpires October 1, FRANK 5, BILLINGS A second open lotter apveared soon atter which occupied four columos in Western Ite sources, and the main point of which was that he did not waut a scientist sent to Ne- braska to observe his mettods and would not recelve oue. Still later, in the Nebraska State Journal of December 15, 1801, Dr. Billiogs publishes an open letter throée columns in length, headed, “Let Uncle Jerry Answer. Is the Secretary What He reteuds to Bef Dr. Billings " Quesiions the Sincerity of His Friendship for the Farming Classes, Kue., Ee.” Witnout going into a discussion of the merits of the scientific opiuions involved in the controversy, you cortainly will agree with wo that ivis & gross impropriety for an investigator in & state experimeut station o attempt to dictate to a department of the national government what kiud of an inves tigation it should make of a matter in which he has a persona! interest, and whother it should make any investigation at all or not. And no oue can fail to recognize the impro- priety of such an investigator, paid out of an appropriation mado by congress for the ad vancement of pgricultural science, spending his time and using the resources of the sta- tion for discrediting the investigation of the National Department of Agricuiture, aud for abusing the secrotary of agriculturs and the chief of the Bureau of Animal Industr; In regard Lo the investigation askea for by Dr. Billings, I woula state that I am rov making investigations of the experiment sta- tious, us their work is essentially separate and distinet from the scieutific work of this department. 1f 1 should attempt such ao in vestigation, however, I should not allow in- terested parties todictato to mo where, when, wud made. You wilt find by investizating the matter that during neither his first nor second en gagement in Nebraska bas Dr. Billings been attacked by Dr. Salmon; on the coutrary, D Salmon has boeu the subjeet of continued at- tacks and abuse by Dr. Billings, and kas al- lowed most of them to go unnoticed. When the misrepresentations sud false claims of Dr. Billivgs have been exposed, however, and he 1s driven to the wall, he finds it con- venient to pose as & persecuted aud long sufforing individual, who has been guictly and disiuterestedly laboring in the cause of the farmer. Ln this way, aud by raising the cry that Nebraska interesis have been i by whow the investigation should be | tacked, ho hopos to oxcite sympathy and re ceive sunport. After clamoring so long for an opportunity to demonstrate the success of his inocula 1on as a prevontive for hog cholora, it was cortainly very ridiculous to find him evading the opportunity whioh Dr. Salmon gave him for making a comparative test at Ottawa, 1l He wanted an investigation, but not by sclentiste ; hore was a chauco to domonstrate { the value of his method to a committeo ot intelligent farmers; but instead of accepting with alacrity, tie did all he could to delay the tost. Tho iuvestigation, for which he pretended 1o be so desirous, having boen made, though notunder bis direction or coutrol, and having turned out as aisastrously to his protensions as the investigation by the commission of sciontisis made somo years ago, he now tuens to the peoplo of Nebraska and fran- tically calls upon thom, through thoe Stato Journal, to sustain him 'by writing to thair congressmen. “Stir them up," ho says, “und lot thom know that they ave your rop- rosentatives, and not the subjocts of Jerry Rusk or his department,” The three letters to which your refor ap. pear to be the roturns from this pathotic ap- peal, and these probably would not nave been written if the writers bad not boen misinformed as to the origin of the contro versy, and as to who was responsible for keoping it up. It will bo seen fromabe above that your correspondents aro mistaken in assuining that it is Dr. Billmgs who is attacked, and that they are also mistakon in supposing that to silonce Dr. Salmon would have the effect of stopping these discreditavlo productions from the Nooraska exporiment station. T'ho controversy started with, and has been main- tained by, Dr. Billings, und ho is responsibla for its unscientific, undignified and discour- teous tone.
