City Headquarters. The regular monthly meeting of the city council will be held this eveuing, and an in teresting session is expected. Among the important projects to be brought up is the one with reference to city headquarters, A number of property owners have made propo sitions to the council for the rent of their buildings for city offices, among others E. k. Sanborn and J. J. Brown. A special_com mittee has been considering the propositions for n couple of weeks past, and they will probably bo brought before the council this evoumg for final action, It is stated, how- ever, that a majority of the mombers are op- posed to reating any offices at present, on the ground that tho money paid for rent, if used in repairing the present quarters, would make a very respectable place, which would do very well for a good many years. 11 is not likely that any move will be made in the matter, however, until the new council takes hold of affairs, Two Missions Wil Unite. The bill which was mentioned in Tie Bek sevoral days ago as being in process of prep- aration having for its object the working of a number of refcrms in connection with mu nicipal governments throughout the state has been at last drawn up and will be futro duced in tho logislature probably during the coming week. It is raiher large and the changes proposed in it are somewhat radical, inasmuch as noarly the whole system of city governments is altered. Prominent mem- bers of the Board of Trade, who were ap- poiuted by the board to draw up the bill have been workiug on it together with cer- tain members of tho city council for a couple of weeks past, and the bill as it now stands is the result of'a firm conviction on the part ofa large proportion of the taxpayers that a change must be mado The bill creates a board of control which takes to itself & large partof the duties of the city council. It is composed of one membor from each ward and two members at_ large, and has entire jurisdiction of all public im- provements, It also appoints all the city officers who are now electod by popular vote with the excoption of the mayor, who 18 chosen as now. e city council has a good share of its business taken away from it, and 1 it has to do 1s to nake laws fof the 'rov- ernment of the city. This, however, s by far tho smaller part of its duties at_prosent, 50 that the bourd of contrel is tho more im portant of the two bodies. The salary of the members of both bodies is er annum. “The salary of the mayor is fixea at 350 a year and his office 15 made of much less ac count than it now is. Ho has no appointing power, ana, in fact, about the only thing he tias 10'do is to manipulate the veto power and draw his i ‘The police force, which is appoiuted now by the mayor, is appointed under the new system by the board of con- trol and the members of the force are to bo subject to orders from that body aloue. 'rom this brief synopsis of the law it is proposed to pass at this session of the legis- Iatvre, it can be seen that the chAnges it pro- vides for are very sweeping.
