Somo provide for an investiga- tion by the court of claims, others name a specific amount and appropriate it directly. There seems to boa goneral awaken- ing in the south on the subject of war losses, writes the Washington corre- spondent of thé St. Louis Globe-Dem-o crat. Of the members south of Mason and Dixon’s line, all but half a dozen have put in from ten to 150 of these Dbills, The com- mittes on war claims is receiving a con- siderable number. It could hardly have been framed upon lines more favorable to the claimants, The chairman isa Pennsylvania man, but his constituents are just now pressing a multitude of claims on the government for individual damages sustained by the invasions. Stone of Kentucky, the indefatigable one-legged man who was on the point of fighting with his own party in the last congress because it tried to delay this kind of legislation, is & member. So is loe of Tennessee, who in the Fifty- first congress blocked private pension bills because the war claims were hung up. Winn of Georgia and Shell of South Carolina are also on it. There are six southern men on this committee. Opening the I About the close of tho war congress passed an act providing for the reim- bursement of loyal southorners who had sustained losses chiefly through quartor: master’s stores and subsistence supplies taken during the operations of the United States army or navy. But there were thrown around such claims certain limitations, and especiaily wus it re- quired that they must be filed before a given date. General Wheeler of Ala- bama now brings forward a bill throwing wide open the door and declaring that these claims ‘‘shall not be subject to or affected by any stat- ute of limitations heretofore “enacted.” He also extends the character of the claims far beyond the oviginal concep- tion of it. His proposed law excludes any claim growing out of the destruc- tion or use or occupation of proporty *'in cases where such destruction, damage or use was necessary to the success of a battle in progress, or the dofense of or attack upon a position; but”—now mark the latitude of this!—“in all cas where such destruction or damage to property, or use and occupation of real estute, was not essential to success as aforesaid, then and in that case the court of claims shall investigate and de- termine the value of the property so destroyed or damaged; and inall cases of the use and occupation of real estate d court ghall ascertain the duration of such uso or ocoupution, and determine the amount of compensation to which the owners may justly bo entitled.” General Wheeler has another bill which, like the'ubove, has gone to the committee on judiciary. This second bill benrs a_suggestive title. | Its pur- pose is **to dispense with proof of loyalty in certain case’. It declares that “‘after the passago of this nct proof of loyalty during the war of 1851 to 1865 shail not be required as a prerequisite of restora- tion or ndmission to the pension roll of any person who otherwise would be en- titled thereto under existing law, or laws which may bo hereufter enacted, nor shall proof of loyalty during the war of 1861 to 1865 be necessary in ap- plications for bounty lund when the proof otherwise shows that the appli- cant is entitled thereto.” Bills of like import have been intro- duced by Richardson of Tennessee, Me- Rae of Arkansns, Culberson of Texas, Elliott of South Carolina and Senator Faulkner of Virginia. The Cotton Tax. On the first day allowed for the ad- mission of bills Mr. Enloe of 'Tennessee brought in the proposition to refund the cotton tax, This tax amounted to $68,- 072,888.79. It was collected in 1863, 18647 1865, 1866, 1867 and 1868. It was col- lected as part of the internal revenue.
