8 SALUTED THE CHILIAN FLAG, £ rrival of the United States Gunboat York- town at Valparaiso, EXCHANGE OF THE USUAL COURTESIES. at ¥ nt in Chil Waters ptinuing the Investigation Into the Baltimore AfMar-t wi from the Southern Rep Ameriean Vessels st VaLranaiso, Jan, 1.—The United States gunboat Yorkton arrived hero on November 80, Sho saluted the Chilian flag and also the admiral of the Gierinan squadron, on entering port, and anchored close to the Balimore, about a milo off shore. Her commander, Captain Bvans, intends to send his mon ashore on liberty within a fow days, but the intendento will bo requested first to afford them police protection, The Unitea States eruisor Boston loft Mon- tevideo several days ago aud is expected hiero within a wook. It is supposod that the Bal- timore will be ordercd to procoed to Sun Francisco after tho arrival of the Boston. Tho Baltimore has not boen in a dry dock for a year, and the dock at Valparaiso 1s not large enough to accommouate & ship of her tonnage. Captain Schley had divors at work on the Baltimore for over a month, and her bottom was cleaned as well as it could bo done in that way, but in knocking off the barna- cles the paint has also _boen taken off, and 1t is necessary that the ship be painted bofore the salt water has too great an offect on her Mare Island navy vard at loe will her arrival there. Contloulng the Investigation, There seems to be nothing lLere at tho [y umeto indicate tho necessity of hav- ng alarge American squadron in Chilian waters, Owing to the pressure which was brought to bear by the United States government, the Chilian authoritics are making a more scarching investigation of the attuck on tho Baltimore's sailors on October 16 last. This investigation 18 still in progress pefore the judge of the court of crimes in Valparaiso. Captain ley was requosted to send his men beforo the court to give their testimony, and the condition which he imposed, that on of his officers attend the procecdings and as interpreter for the American satlors, ed. Licutenant McCrea of the Bal- timore, who is familiar with the Spanish language, has been in coustant attendance at the court. Character of Riggin's Wounds, Tho principal dispute has boen over tho charucter of the wounds receivad by Riggin, one of the victims. Tho Americans have claimed that he was shot and killed by a policeman and the testimony of a comrade named Johnson, who was with Riggin at the time, shows that a policeman advanced upon the men with a riffe in bis hand and tired at them twice, Riggin was then insensiblo from a knife wound, gnd Johnson was carry- ing him to a drug store. One ball from the policeman’s rifle passed through the collar of olinson’s sbirt and entered Riggin's neck, killing him instantly. The shot was fired at such close range that Johnson’s shirt was powder burned. The Chilian offivials have claimad that the appearance of Johnson’s clothing 1ndicated that the shot had becn fired from a revolver, while the police were armed oniy with rifles and bayonet swords. Dr. Stitt of the Baltimore made soma ex- periments by firing at a viece of cloth at closo range with a rifle and revolver. The result of this oxperiment was laid before the court yesterday, and the appsarance of tho cloth which had been fired at with a rifie corre- sponded exactly with tho appearance of Johnson’s clothing. Both Dr. White and Dr. Stitt of the Balti- more ha bed before the court the character of the wounds received by the mon, and huvo shown that anumber of the wounds were made by the bayonets carried by tho polico, and the testimony of the men them- sclves shows that the police did use tuis weapon upon them, Closely Wat There has been nothing of spacial import- ance at Santiago for several weeks pust. Affaivs at the American legation there are ractically in the sumo condition as they huve cen since the closo of tho in August last. ‘The Chilian government has given no intimation that it intends to ase the rofugaes or grant them safe conduct. An incident oceurred a few days ago which shows with what zeal the refugees are being watched. One of the men who had been liv- ing 10 an asylum at the American legaticn for several’ months, left there last week and went to his home, which s only two doors from tho legation. The spies around tho legation discoverod this, and while th made o imaediate attempt to arrost hin, they olockaded his houso to provent his escape. A few nings ago he received a friendly call from a member ofthe Chamber of Deputies, who is a supporter of the present government. As the deputy was leaving the house he was arrested by a spy in front of the door. The man in- formed him that he was a spy and that he bad orders to make the arrest. All the mem- bers of cougress in Chili are exempt from arrest and tho deputy immediately retaliatod by arresting tho spy. A half dozen other spies cumo to nis ussistance and quite a dis- turbance arose, but the deputy establishea his Identity, and gave his prisoner in charge of a policeman, who took him to the station whero the disposition that was mude of bim is not known. A few hours later the man ‘who had left his asvlum at the legation re- uested Minister Egan to escort him back. ut Minister Egan notified hum that he had left the legation voluntarily and he was un- ablo to ewort him back, as” the right of asy- lum (id not extend that fa American Sallors Celebrate, Thavksgiving day was observed by the American sailors {n Valparaiso bay by a number of boat races wud u diuner kiven aboard the Bultimore to the competing crews of tho French men-of-war, The Baltimore and three ['reach vessels wero tho only men of-warin port at the time, and invitations wore not extended to tho Chilian ships to tako part in the races, butat the invitation of Captain Schloy the commanders of the Cochrane and the Esmeralda and several other Chilian naval ofiicers went uboard tho the Bultimoro and witnossed tho races. Tho Afnericans wou three races and the Irench- men one, ‘There were also a pumber of games aboard the Baltimore, and afterwards about 500 American ano Fronch sailors had a Thanks- glving dinner in the mess room. Captain Dickinson and twenty-six men, comprising the crew of the American ship Rappabannock, arrived hero of the 20th ult, from Juan Ferhandez island. The ship was bound from Liverpool to Sun Francisco laden wlth 5,000 tons of conl. After passing Capo Hoth the cargo was discovered to be on five, resumably from spontaueous combustio Phe ship was beaded at once for Juan k nandez and arvivea there two days late whera it was found necessary to seuttlo her du order to put the flames out. In view of tho fact that an evening sheot published a statemont that tho water was caused by melting suow, a visit was mado to the foderal building site yesterday when everything was frozen up. Mr, Andrew Rosewater also went by on Sixtoenth street to make an investigation after ho had heard that the water was stag- nant and thero was no well in tho excavation, He made the visit because he knew, when tho survey of the ground was made, that the engineers had found a well at the depth of rteen feet from the curb of Sixteenth ‘I found the water bubbling up and in a running stroam from a live spring,” said Mr. Rosewater. *1t doesn’t require a genius to see that the water 1s from a well. Tha tem- perature was t0o cold for stagnant wator, It oozed from & living spring. The area of ground on tho present level will have to bo piled. No large, heavy building can safely bo placed on that foundation unless it is piled. If a small structure was being crected three or four feet above tho present level it might not be necessary to pile the foundation. Thero is no drainago there. If thero were thero would have been stagnant water before having been frozen. 1t is living wator, oozing from o pressure.’’ It is not believea that Contractor Caliaban made such a statement as accrcdited to him, in saying that no water from beneath had i1scovered, S Mothers will find Mrs. Winslow’s Sooth- 1 Syrup the best remedy for their chiidreu. nts a bottl —-— ONE ON MR. The necessity of caliing such a body to 10- quire into mupicipal and county matters was admitted and without a dissenting vote the proposition was agreed to, T'ho time Hxod for holding tho court in this, the Foarth judicial, was as follews : Douglas County—February 1, tomber 19, Washiugton County tomber 1 Burt County—March 21 and Octobor 10, Sarpy County—April 4 and Octoboer 31, he assignment of the doclcots was talked ovor, but the matter was postponed until a subsequent meeting which will be held just prior to the bogiuning of tho February term. Another importunt matter discussed by tho judgzes was the giving of proper attention to the vourts of Washington, Burt and Sarpy counties. Tho complaint has been made herotofore that tho logal business of those countios tas had to_suffer froquently from delays in the trial of cases made necessary by tho rush of busizess at Omaha. Judge Scott offered suggestion that, as there are seven judges and but fs1x court rooms in Omaha, one judge bo given the work of the threo outside counties for a year, thus giving the desired relief.
