Mr. Blanchard transferred Mr. son from Omaha to Lu.coln ordered to muke provision the inspectiou of grain at that city and ap- pointed another man to take his place in Omanha, At that time it was understood that Mr. Blanchard was the chief inspector of the state and would have control of the depart- ment at Lincoln as well as at Omaba. Tho governor did not imterpret the law that way and appointed another chief of inspection at Lincoln, thus taking that city out of the control of Mr. Blanchard. In this way Mr. Anderson becamo au employe of the Lincoln department, It now transpires that there is not enough erain inspected to pay the department's ex penses. The Board of Transportation now orders Mr. Blancnard to mako up the deficiency in the Lincoln grain depari- ment out of the arnings of th Omaha department.
