Foes Paid the Marshal Occasion a Great Deal of Disoussion, ONE OF A FEW FAT POLITICAL PLUNS. Talle of Patting the Incumbent on a Balary Raises the Question of the Proceeding's Logality. The ordinance which is now before the city council providitg for a change in the manner of paying the salary of the city mar- shal, giving him a fixed salary of #1200 in tead of tha fees he now receives, has caused susiderable talk in the various departments of the city government. Thoe statement has been set afloat by someone that the city be unable to enforce such an ordinance, even if it should be passed, but wil! be able merely to keep out that vurt of the fees which the marshal has been in the habitof receiving in connection with his police court work. A prominent attorney stuted vesterday that he had examined into the question, and bad come to the conclusion that the city was fully authorized to cutoff all fees received by the marshal and to put io place thereci a fixed salary. It isthought that the agitation of the matter has been started in democratic quarters for the purpose of antagonizing the ordinance. In the past the office of city marshal has usuully been a very val ble one to the dominant party, as the emoluments_amounted to any- where from #,000 to £,000, and the in- cumbent could consequently be levied on for a generous contribution to the various cam- paign funds. It is not thought that thero is any legul dificulty in the iway, as the pro- posed scheme is now 10 use in_many of the prominent cities in the state, and it has worked woll wherever tried DoWitvs Littlo Early Risors.
