The cowboy refused to prosecute, being willing to drop the matter on getting back his stolen prop- and Morris was discharged upon tho payment of the fine, A man named Ho'mes, who lives in the castorn part of the city, is about to stop the proposed extension of 'Washington avenuo through his orchard. The humorous element is termittent in the words of “Heir at Law” and there are very fow situations out- sido of Mr. Jefferson’s own characterization that would striko an audience as amusing if siripped of thoir dialoguc. Flowever warm our rogard for the Nestor of American com- odians and his oxc lient companr, it must be confessed that “Heir at Luw” leaves a sense of disappointment—not with the players, perhaps, but at the absence of opportunity for tnem to display the qualitics we know them to possess. Not only are they quite beyond criticism, but the charm of the mun and his manner are of such a quality as to inspire a sentiment wurmer thun mere admiration. The committec on ways and means are dirocted to prepare and pre- sent for the consideration of this housoe a bill for the collection of ravenue aud other pur- poses substantially upon the basis and prin- ciple of the following: Schedule A —To ba composed of articles free of duty, including all raw materials pec- ary 1n the manufacture of goods chiedule B—T0 be composed of articlos which by theirnatures should not pay a duty exceeding 10 per cent. Schedule C—To be composed of articles, principally wine, spirits, tobaceo, cigars and ind upon which o duty must be ufticient at least to prot ianu- facturers who pay a tax under our revenne laws. Cureaco, 111, Dec. 2.—Thomas Wilkinson, an English merchant in Madagascar, said in an interview here today that the United States consul in that istand has becn re- peatedly insulted by Freceh oficials, who claim that their govornment has a protector- ate over the couutry. The American consul is Mr. Miller, a colored gentleman, formerly sident of Kansas. Consul Miller deals direetly with the quee of Madagascar and does not recognize the existenco of tho alleged protectorate. The matter has not heretoforo become public, Mr. Wilkinson says, because two American firms, having a virtial commereial monopoly in the island, seck to prevent general atten- tion being directed to the affuirs of Mudagascar, one object being to discourage Americans or others from going there.
