The condition of the drama in Council Bluffs, past, present and future, as viewed by the organization which has been trying to run the opera house, has a far different look when viewed through the eyes of Mr. Do- hany, the veteran manager and owner of the building. He does not appear at all alarmed at the threat that if he does not release the oreanization from its leaso it will keep the opera house closed for the rest of the season, When asked hy a reporter what he intended 1o do he had little to say boyond the state- ment that the company could close the house If it saw fit, but it would of course be respou- sible for all damages resulting. Ho has made the company what he desms a very generous proposition, by which ne will résume the management, but’ the com- pany has not seen fit as yet'to either accept. or reject it, In regard to the securing of attractions the date book and correspondence are cited as evidences that it was through M. Dohany’s influenco and endeavors that nearly every one of the best attractions bad been booked, and that some companics absolutelv refused to come hero unless under his management. Mr. Dohany has numerous reasons for uot feeling that the pathway of an opera house manager is strewn with roses. When some years ago lie yielded to the public clamor for a new opera house, he was assured by a com- mittee of citizens that he would_ receive a bonus of 5,000, There was ocly 1,400 real- ized from the subscription, and some of that came only by the pinch of lawsuits, Iustead of the city piling and protecting the creek bank, it neglected to do anything but make good promises, until a heavy ftlood came, washing away the rear of his buildingand causing & damage of several thousand dol- lars. Then, his attempts to provide attrac. tions have been so poorly sustained that it has been only by care and ecouomy that ex- penses have - been met. The _citizens who have spent soveral thousand dollars in discovering that there is no movey in runuing the opera house, now threatens to closo it unless he takes it off thewr hands on thewr own terms. This is the way the situa- tion appears from Mr. Dohany’s standpoint. He is an old citizen, and has not only in- vested his all here 'but has been carrying heavy financial burdens in endeavoring to “build up Couneil Bluffs.”” Those who are shouting this cry so vigorousiy should bo the tirst to give him just consideration and en- couragement. Des Moises, Ta, Nov, 11.—Judge Courad of the district court Monday listened to urguments in the application of J. Harve the State Temperance Alliance for a writ of mandamus to compel the secretary of state to certify to him a copy of the constitution of Iowa and particularly constitutional amend- ments on the prohibitory law. In an opinion rendered yosterday, Judge Conrad sustained the scerefary of state, holding that, in view of the supreme court’s ruling, the secretary could not be compelled to certify to the con stitutional amendment. A notice of appea was given and an effort was made to carry the caso to the supreme court. Whether or not the supreme court will reopen the case is a question that will be followed with groat interest by the temperance societies. Judge Conraa’s ruling was what was expected and vives those interested in the case tho neces- sary opportunity to get the request before the highest tribunal of the state, Reward for Supposed Murderers. A total eclipse of the moon is to oceur on Sunday ovening, November 15, visible more orless to Europe, Asia, Africa, the Atiantic ocean, North and South America, and the eastern part of the Pacinic ocean, which will be a spectacle well worth observing, and one particularly interesting to the general pub- lic. Over the western portion of the United States the eclipse will begin in the after- noon, before the moon appears above the horizon, snd the phenomenon, when first visibie, will be well advanced, the moon ris- ing immersed in the shadow of the ecarth, and appearing dimmed, as if covored with & dark veil. Butus tho total phase will be quite generally visible throughout the coun- try at a convenient hour iu the evening, the eclipse will occur under favorable conditions for all to observe the imposing spectacle, and it may be seen to excellent advantage should the sky be clear and the weather pleasant. BRAZL'S MINISTER GIVES HIS OPINION, He Thinks the Situation Has Been aggerated—Another Sealing Case Before the Supreme Court— Washington Gossip. x- Wasniaros, D. €, Nov. 11.—The ciosest inquiry fails to elicit any further informa- tion in regard to detals of agreement reached by the United States and (ireat Brit- ain to submit the Behring sea case to arbi- tration. [t is learned, however, thatthe v hus not yet received the signatures of the representatives of the United States and Great, Britain, for although all the poiuts to bo submitted to arbitration have been agroed upon, the method of arbitration is still a matter open to discussion. ‘This must be ar- ranged and included in the terms of the treaty. There are soveral methods of pro- ceedure in such cascs, one of the most satisfactory to the interests of the United States, heretofore, being that which was followed in the appointment of the Geneva arbitrators, In that case the United States and Great Britain each chose one representa- tive from other nations and these two selectea threo others, the five members com- posing the arbitration commission. While it has not been deterruined to follow this courso in the Behring seu arbitration, it is belioved by persons in authority that this remaining point will be adjusted before the meeting of the senate and that the urbitrators will have defined tho exnct rights of the United States ard Groat Britain in Behring sea before the opening of the noxt session of congress. Regarding the decision of the supreme court in the Sayward case, it can bo stated that the administration is awaiting the out- come with equanimity. If tho court denies the British contentions the result will be very gratifying, but if it should take the othér course and find the seizure of the vessel to have veen illegal, the administration has the satisfaction of pointing to the fact that it is nowise rasponsible for the seizure of the Sayward, which was made by order of 1ts predecessor. MENDACIOUS JOUR VALIS. English Newspapers Guilty of the Meanest KRind of Lying. Wasmisaroy, D. C, Nov. 11.—Much in- dignation is expressed at the State and Navy Departments at tho conduct of certain En- glish newspapers in ascribing foolish senti- ments and remarks to Minister Egzan and Captain Schley in connection with the pend- ing questions between the Chilian aud United ates government. No oune hero believes what the papers assert, and the opinion is held in the departments that the English papers in question are engaged in an effort to foment the growth of a fecling of animosity by Chilians against the peoplo of ths United States. In the case of Brazil no word has been re- ceived from Ministac Conger tending to con- firm the story of the revolt of three of the principal Brazilian provinces, which also has been reported from English sources, Toere is a disposition there also to attribute to English papers a dosire to embarrass Bruzilian authorities, who were responsible for the nogotiation of & reciprocity treaty with the United States, inasmuch as this ar- rangement has already sensibly extended commerce between Brazil and the United Statos. The closest inquiry failed to elicit any fur- ther information respecting the details of the agreement reached by United States and Great Britain to submit the Behring sea caso to arbitration. FROM AN UNOFFICIAL SOURCE. News Aflirming the Reported Revo- lution in Brazil. Wasmsgroy, D. C., Nov.11.—The first intimation the Brazilian wminister here has received ot the reported secession of some of the provinces of Brazil was in the form of an unofficial dispatch today, to the effect that it was reported in Rio that the state of Rio Grande do Sul had reunounced all allegiance to the government and Lad seceded. As this dispatch came from a reliable source the minister believes, in the absence of any con- traaictory statement from his government, that the province has revolted. The minister stated tonight that if the pro- vince had seceded there was not the least chance of the revolt extending to other states of the republic; that the government of Bra- zil was as stable as this government, and there need bw no fear of a general revolutior.. The aissaffection in the province of Rio Grande do Sul, he said, was probably duo to the members of the dissolved congress repre senting that part of the country, who endeav- ored to cause dissension among the people be- causo of the dissolution of congress.
