Tn ruling upon the case of John Ick, ' the expressman who was arrested for standing his wagon on forvidden ground at Fourtoenth ana Douglas, Judge Helsley decided in favor of the defendant. The case was one to test the recont action of the firo and poilce commission in pro- hibiting oxpressiion and hackmen from stauding anywhere oxcept on cortain_strects and cornors in the businoss part of tho city. It barred the hackmen from the hotels and mado soveral radical changes. Some timo ago tho council gavetno Board of Fire and Polico Commis- sioners autbority to pass such regulations concerning as they saw fit, subject to the approval of the council. The court held that inasmuch as tho now rogulauions had not beon approved by the council, thoy wore not logally in force, and for that reason declined to find Ick guilty.
