But few of these people had a hope that the duy of compensation would ever come, us sinee 1850 but little positive ussurance was ever given them by cougress final pay- ment. In the meanwhile, many claim agents, tuking advantage of the discouragement of these claimants, easily persuaded them to enter into contracts ‘and feo agreements whereby fund even 50 per cent was agreed to be paid in the event of the ayment of the claim, thus enviching these agents and aiminishing the pavment of the claimant to this extortiouate and unjusti finble amount, This maunifest injustice was appareut to congress, and it became our eftort, while providing a remody of payment to the claimaut, also to protect him a t the Shylock attornevs and claim agents, and to this end we provide in the new way, "Tuat all sales, transfors or assignments ot any such claims heretofore or hereafter made, except such as have occurced in the due administration of decedont’s estates: and ali contracts heretofore mado for fecs and allowances to claimant’s attornoys ure here by declared void, and all warrauts issued by the sec of the treasury in payment;of wuch judzments shall be made pavable and delivered only to the claimant or his lawful heirs, executors or administrators or trane: feree under administrative proceedings, ex- cept 50 much thereof as shall be aliowed the claimauts’ aitorneys, by the court for prose cuting said claim, which may be paid direct to such attorneys, and the allowances to the claimants’ attorueys shall bo rogulated wnd fixed by the court at the time of rendering udgment, in euch case and entered on record is purt of the findings thereof, but «n no cuse shall the allowance exceed 15 p tof the judgment rocovered, except in claims of less an 00, or where uuusual services have u rendered or expenses incurred by tho claimants’ attorneys, in which case not to ex ceed 20 per cent of ‘such judgment shall be allowed by the court.’ “It will be observed that this is a maxi- mum limitation for tne court, and 1o know what will be a reasonable compeusation for the attorney within these limits the court will ascertain - what ser vices the attorney has rendered aud mako the feo allowance accordingly.
