Agent Charlton Advises Finley to Appeal to the Courts, CONSIDERED OUT OF THE ASSOCIATION, OfMmciale Can Chicago & Alto Declare That the Boycotters Pay All Expenses as They Des rive the Benefit, Ciicago, Aug. h.—General Passenger Agent Charlton of the Alton and Chairman Finley of the Western Passengnr association had a fresh tilt today. The chairman with romarkable persistence again presented the bill for £25 azainst the Alton for its propor tion of the expenses of the association for the month of 1801, and urged its prompt payment in order that proper c might be shown in the regular monthly stato- ments. To this Mr, Charlton replied “In relation to the bill for §25 which you claim is the Cnicago & Alton's proper pro- portion of the expenses of your association for the first half of June, ploase see the last paragraph in my letter to you July 1. 1 had presumed that would settle the question and 1 tnought you understood it. As you did nothiag for us 1n the month of June except to leave us without protection and by this in- genuous proccedings deluy independent action on our part to protect ourselves, I don't sec what claim you havo against us. You did no work for us, but did work against us and we hardly care to pay you for that. If you can, in violation of ~the agreciment, arbitrarily exclude us from the association when vou please, are not we fully at liverty to stop paying when we piease! ; ‘onsidering the damage thit has been fn- flicted upon us by lack ot proper protoction to which we were entitled and our delay in fndenendently protecting ourselves occasioned by your course in leading us to belicve that you intended to take action, it secms to mo wo have a claim for damages against you in- stead of you haviug any claim agaiust us.” Apvarently this leaves the associntion with but two ulternatives open to it. One is o in- stitute legal proceodinizs ngainst the Alton for the amount named in the bill, the other is to drop the wholo matter and reapportion the expenses of the association for the fiest half of June with tho Alton left out. Itis not considercd likely that the first of these alternatives wil be adopted. NO REDUCTION FOIETHEM. A meeting of the passenger officials of the Chicago and St. Paul lines was held today to consider a_proposition from the Northe Paciti nd - the reat Northern roads. consequence of the $10 rate existing between Chicago and the Missouri river the two roads named have asked their St. Paul conueety to nccept an arbitrary of §10 botween 5 Paul and Chicago on all through business to and from points on the Northern Pacitic and at Northern lines.
