July 5.—[Spocial Correspondence of T Bre,|—The American tourist brought face to face with tho seat of legislature in England, eannot help but contrast the par- limment buildings in London with the capitol of his own country at Washington as seon from the Potomac river. As you entor London on o railroad tramn the parliament houses with their variegatod tow- ers, come into view. But the first view showing the building at full length and at its greatest altitudo as it rises like tho back- ground to the Thames, is too flattoring and most iikely to lead to disappointmont. It is only as thus seen from the opposite bank of that 1t can deeply {mpress tho sense for architectural beauty and it scems 10 be for this reason that almost all the pic- tures of the parliament houses have been taken from thisside. Thestructure has beon located upon ground too low to afford a proper architectural bearlng. Thero is no yard or campus. The Heavy Gothic Pile appears thus doubly overweighted in contra- distinction to the solid classic column of the American capitol crowning the ter- race of a moderato hill Wost- minstor bridgo, at its side, has a further tendency to lower its offect. The exterior of our white marble capitol is sim- plicity itself when compared with the home of parliament. The latter has beon con- structed with all the ornamentation of the richest Gothic style sot off with stone pen- dants, fine carving and artistic sculpture. The weight of the structure is not carried to the center by a single massive dome, but is distributed in three uneven towers, one of which displays a handsome gilt clock. The material is a sort of sand stone, but is already gray and dingy and in somo places beginuing to crumble. The interior of the parliament hovses only increases the gorgeous splendor. But the interior 1s not freoly open to inspec- tion by the democratic 1a0b, ~ Certain hours of Saturday of each week are set apart to allow the public to view the buildings, and oven then tickots of admission must be ap- plied for at the entrance. The place bristles with policemen whether parliament is in sos- sion or not, aud they have no scruples m ex- pelling every person who cannot show good cause for beiug inside. To obtain admission to the Legisiative Halls 15 still more difficutt for the British govern- ment does not concede the public any neces- sary right to know how its legislation is being conducted. ‘The building is divided into two parts by the large central hall situated under tho mid- ale tower. The portion to the right as ono enters is devoted to the lords; the commons occupy the quarters to the left. This hall, octagonal in shape and quite high,corresponds 1o the rotunda of our capitol, but is finished in a much more elaborate fashion. It is lighted and ventilated by means of stained- glass windows. In the evening, daylight is replaced by gaslight—electricity has not vot been introduced throughout. The ceiling tapers up to a point, the stone vaulting be- tween the gilded ribs,is profusely inlaid with mosaics of miany colors and rests upon the capitals of eight lofty stone columns. Hero, as throughout the entire building, the Gothic architecture has been amplified by the intro- duction of historic emblems, The mosaics, the portals, the windows, the columns are all replete with heraldic representations, the thistle, the rose, the shamrock and the harp. Everywhero aro Statues of English Sovereigns, shields of English earls and lords. A rich historic background is portrayed, which the unpretentious plainness of our republic does not allow. Such creative architecture has indeed been attempted in our public build- ings, but with little success. In the new stato department buildings the frequent intermixture of the American shield and eagle nearly reaches the grotesque. I know of but one place whero such work is even architecturally passable and that is in an out-of-the-way spot in the capitol. A light well noar the entrance to the supreme court gave the designer of the old building an opportunity to cap the suvporting columns with an original piece of work and he made use of tho chane by constructing a number of capitals made up of reprosentatives of tobacco leaves aund stalks of Indian corn. Tho British architect is not restricted to such simple natural objects as his models and the architecture of the parliament houses attests the richness of tho field upon which he has to draw. House of Poers, The lords’ wing of the structure is cou- veniently arranged if not luxuriously fur- nisned, The house of peers proper is reached through a corridor and lobby, each of mod- erate size and ricoly frescoed. There 1s a robing room, but the invitng cloak rooms of our senate are replaced by simple coat hooks aud umbrella stands bearing the names of the various peers. The house itself is com- paratively smail but elegantly decorated in fine Gothic style. There are no desks. The members are ranged along each side of the oblong hall upon upholstered red-leather benches. At the south end of the conter thé canopie Yhroved of the queen, flanked by & smaller throne &t each side—one for the princo o f. Wales the other for the royal cousort. In front ex- tends the woolsack of the lord chancellor, a low red-cushioned ottoman upou which the presiding ofticer sits. The gallories above are very small. ‘The peers ave in session but @ short imo each day and as yet ] have been unable to se that body in its varliamentary work. Connected with the house of peers are apurtments for the royal family. The queen’s robing room, like the president's room of our capitol, Is seldom used, but is nevertheless gorgeously decorated with hand some frescoes, The prince's chamber is scarcely less elaborate, although somewhat smaller. The remainder of tho wing con- sists mainly of committee, library and re- freshment rooms. rises House of Commons, The commons’ side of the building s en- tered from the central hall by a corridor siin- ilar to that on the opposite side. These cor- ridors are lined with frescoes of historic in- cidents and among the subjects one repre- sonts the pilgrim fathers embarking to found unother England in the new world. The pic- tures deal chiefly with the revolutionary times, but are works of real artistic merit in contra-distinetion 10 tha horrible historical representations to be found in the famous ro- tunda at Washington. ‘T'he members of the house of commons are alsosupplied with coat- hooks and in lieu of desks for their private papers, have access to a locker in the corridor. A far as can bo judged from a cursory visit, the lovel of oratory is somowhatabove that iu our houso of rapresentatives.
