Others Make Various Complaints and Demand Relief from the Council Board of Equal- ization. The city eouncil met as a board of equali- pation in tho city clerk’s offico yesterday morning. Mr. Lowry was elected chairman. The space outside the railing was jammed to suffocation with property owners who had come to lay their gricvances before the board, Mr. Lowry stated that, although the board would listen to all general grievances at the resent, he would insist that all complaints bo rediced to writing and handed in to the board before any definite action should be taken. Inspector O'Donovan had a large, healthy grievance. Works the Mexicad Lottery for the Amount and Then Skips The detectives have established a camp in the New York Life building. Two men oc- cupy it during the day and the same number mount guard while the lamp holds out to burn at night, They are waiting and watch- ing for & man named John W. Culien of Nashville, Tenn. John was agent for the Mexican inter- national improvement company of the City of Mexico. He is, however, no longer in the employ of that corporation but it is claimed, is indebted to it in the paltry sum of §20,000, The saia improvement company 18 said 1o own the Loteria de la Beneficencia Publica; in other words, what is more or less known to some as the Mexican lottery Cullen, it seems, was accustomed to receive the numbers drawing prizes by wire from Mexico and it is alleged that he secured a srominent geutleman in Nashville to present or payment two prize drawing tickets of £5,000 each to the Bank of Commerce in Nash- ville, which bauk hus, it is said, a large deposit from the company. It is also said that the list of prizes which he supplied the bank was altered so as to admit of the pay- ment of those tickets, The money was paid, the bank having used Cullen’s lists so long did not for a moment suspect that it was being victimized. Finully the fact was telegraphed the officers of the lottery and they wired immediately that those numbers had been sold in another {)lu nd that the prizes they had drawn had been paid. As soon as this fact was made known, the man who had presented the tickets was hunted up. He acknowledged that he had been induced by Culien to present the tickets for redemption on the proposition of receiv- ing §1,000 for so doing. When he discovered that he had been used as a catspaw, be promptly refunded the £1,000 which he had been given by the wily agent. The only course now open forliquor dealers is to publish their notices in this paper, which is thus conceded, even by the'World- Herald, to have the largest circulation in the county. The illegal publication of any of these no- tices will lead to a protest which may be prosecuted through the district court, and if necessary through the supreme court. In the event of such protest, the license cannot be issued until the court has deter- mined the issue.
