The sum and sub- stance of these complaints is that the powers that be order the patrolmen to be simply walking machines, with no power to speak to any one on the street or to use any judgment whatever in divecting their steps. ‘They must keep walking for twelve straight hours. They claim that this is moye w stupid work than is required in any other that city. Another cause of complaint is they are kept in profound ignorance as to any nformation or rewards offered for the cap- ture of criminals wanted elsewhere, Th say they might frequently arrest criminals if they only knew the description of the who were wanted, but kept a secret. A scheme for securing additional factories for Council Bluffs is being agitated with good prospects of success. Those who are at work on the plan propose to organize a company with §100,000 ca| be each $1,000, The capital stock is to be used in put tiug up bulldings, providing gounds, etc., for | al, the shares to factories desiring to locate here, The s are to be assessed only so fast as there open chances to secure desirable factories, and only a portion is to be used to secure any one fac tory. It is believed that by the time the whole £100,000 is properly placed there will be thus secured for Council Bluffs £00,000 of invest ments in manufacturing. If this could be ob 1 any one subscribing for a share could pay for it from the profits of increased businiess” or advance on real estate, If the factories are not thus secured, the share holders would not have to pay in their cash It is urged that by thus distributing the capital among different factories there would be better chances for profitable investment, and better results secured. If five factories were thus started the association would have on an average $20,000 in cach, 1t is hardl; probable that more than one out of five would prove unprofitable, and the success of the other four would make up for any such lame one. 1t is algo urged that the individual share- nolder would have little at stake under such an arrangement. He would have an average of only £00 invested in any such factory. On the other hand the association, having in all 0,000, would be warranted in keeping close ck of the business and _guarding its inte ests, In doing so it would consequently look after the interests of each one who had but 200 in ed. There is some discussion as to the best methods of arranging the investments, Some are urging that the capital thus raised should be given out in the form of a bonus instead of an investment. Others suggest that the as- sociation put up buildings and buy grounds and then arrange with manufactirers to oc- cupy them, the factory to pay for the use such per cent of the profits as would be equitable. Thus if the factory made money it could pay something to the association, but if not it would be running at a reduced ex- pense. About 1 o'clock yesterday morning the barn of Elisha Perkins, in Silver Creck pre- cinct, together with six head of horses, 2,000 bushels of corn and a lot of farm machinery was destroyed by fire. There were seven horses in the barn, but one of them was stolen, presumably’ by the incendiary, as the barn was undoubtedly set on_fire, 'L is about 3,500 and therc is no insurance. William Roberts, a farm hand employed by 3eorge Hanley of Keg Creek, died Thursd from a kick received two days before, when he went to the stable and a colt kicked him in the forchead. Working Hard for the Proposed New Fair Grounds. The promoters of the proposed new fair grounds on Q street west of South Omaha, are in earnest in_regard to the enterprisé, and are pushing it with_vigor.
