Jlusses commonce at 9 a. ., and are dismissed at 8:80 p. m., an hour for Fecreation being allowed at uoon. A BRUTE FOILED. A Thirteen-Year-O!d Girl Made the Victim of a Bestial Assault. Henry Payne, a rough looking laborer em- ployed by Kurtz, the dairy man, had a hear- ing before Justice Anderson yesterday after- noon on a charge of attempted rape. The victim was present, accompanied by her father, who filed the information. Her name is Ellen Workinger, She 18 not moro than thirteen years old, and rather under the averago size for that age. Her father and herself are employed by Contractor Bell. On Saturday afternoon about 5 o'clock the little girl walked across the fields to get money from her father, and returned with & little boy by the same route. As the pair hastened along the narrow path the feliow Payne sprang outof the high grass and threw the girl to the ground, at the same time telling ber companion to hurey out of sight. The boy ran away & few yards and turned to look buck. Payne held ‘his victim down until she began to choke, but so desperately did she struggle that he failed to accom- plish his purpose. illy the boy began to yell for assistance and Payne fled, T'he justice _placed his~ bond at $1,000, in defaultof which he was sont to jail. THE FLAMBEAU OLUB. The Boys Becoming Very Proficlent in Their Maneuvers. The Omaha Flambeau club, seventy-five in number, met Monday evening at the Collins Gun company’s store. Thoy formed in rank and marched to their drill ground on Capi- tol avenue. The club presented o fine avpearance in rank, and went through the evolutions with almost the precision of trained troops. They marched in open and close order, in column and obliquely to the right and left, Cheir oblique m: hing will be of great service in keeping back the large crowds that will line the streets, and, as is s the case, press forward into the procession. In the front of the column, as it marches obliquely across the strect, will be stationed men with flam- beaux. The flame faring scveral feet in front of the advancing column will tend to discourage the spectators from crowding this division of the procession, atleast, The club has about its full complement of men, and the drilling will be kept up assiduously until all attain a high degree of excellence n_their mancuvering. It 18 in- tended to make the Omaha_flambeaux the best drilled club in the country. and to com- pete with other clubs who think they can do botter with fireworks or in marching. Three questions have beon raised and will be considered, viz.: fees and salaries for deputy sheriffs and court bailiffs, keeping and feeding prisoners in the county jail, and transportation of convicts as well as insane patients to the venitentiary and asylum. What are the sheriff’s duties under the law ! seems to be the point at issue. The claim is made that he draws fees for his deputies, as bailiffs 1n addition to their regular salary, and on this item for two yoars' services $2,702 stands against him. Can he do this without reporting such fees back to the county is asked. Mr. Mahoney will probably be called on to decide. Again it is claimed that Mr, Coburn gets 100 much money for feeding and sheltering city, Sarpy county, United States and trans- jent prisoners not to divide his profits. The board contends that he could give the county twenty-five cents a day for each of such pris- oners und still have a good margin left. The grounds on which this demand is made are that the county pays jail guards, buys all the fnel und leaves him no expense excepts what he pays for the food they eat, This, it estimated, will not aver- age over twenty ~ cents & day to the man. If itis found that he should divy, and they make him put up for all the time he has been in office, Mr. Coburn will be compelled to disgorge about $1,700, One member of the board opines, however, that he should not be held to account for any time previous to the introduction und adop- tion of a certain resolution, about one year ago. On the other hand, Mr. Coburn is entitled to 10 cents a mile traveling expenses, going and coming, when conveying prisoners or in- sane persons to the penitentiary and asylum, but for the past year he has notcollected any- thing for this service; therefore, oneaccount will about off set the other. 'Still, it is a sys- tem that the board desires to establish or rather conform to the law. Thay also. in- sist on the sheriff getting his pay for. board- ing city prisoners from the city instead of the county. Second Ward Republicans.
