DR, MILLER ON HYDROPHOBIA. «An Interesting Address Before the Omaha Humane Sooiety. POPULAR FALLACIES EXPLODED. Eminent Authorities Quoted to Show That the Disbase Exists Largely In the Imagination of the People. The Humane Soclety.s The parlors of the Paxton hotel were all but too small to accommodate the large num- ber of citizens who met last night iu response 10 a call by Dr. George L. Miller, to consider the aims and works of the Humane society, and to make an especial effory to direct the at- tention of the people and the authorities to tho gross crrors that exist respecting hydro- phobia. Of the 200 people present fully one-half of them were ladics, some of whom have been interested for several years in the work of the society, and many more who have recently enrolled as workers in the cause. The meeting was called to order by Colonel Chase, who briefly announced tne object of the meeting, and called upon Judge Savage, who was billed to deliver the opening address, Judge Savage always has somothing interesting when the question of protection for dumb animals is being considered. Last night ho went to the Orient and entertainea his hearers with a number of highly intorosting legends con- cerning the Hindoos and their strong at- tachment for their brute companions. Many of tho ladies were in tears, and the men looking serious or foolish when the judge concluded ns eloquent recital of the trials of a Hindoo prince, who, having started with his bride, four 'brothers and a dog to the home of India, the Hindoo god, on lmouutn\n summit, arrived only with the , the others having perished on.the way, then_refuscd to enter India's heaven Tntil his fatnful dog was also admitted, Tho iudgu closed by quoting Holland to the effect hat we would need no heaven, but would havea heaven on earth if men sat at the feet. of the Redeemer and looked into his face with the child-like, trusting faith that every dog displays for its master. n the absence of Charles J. Green, who was to address the meeting, Dr, George L. Miller followed Judge Savage. Dr, Miller said he had beén upon the un- populnr side of many questions in his thirty yoars' experience as an editor in Omaha, and was aware that he was opposing popular be- 1lef, popular prejudice and popular ignorance in his present position agamst the indiscrim- inate killing of dogs, through povular but erroncous belief in the prevalence of hydro- phobia. Judge Savage had already paid a tribute to the dog in his character of a friend to man, and Dr. Miller wanted to discuss the dows character us a supposed enemy of man, Dr, Miller's first attack was upon what he considers the erroncous popular belief that hydrophobia 18 more avt to provail among dogs in the summer months than at other times of the year. This belief, ho alleges, has a baseless foundation in the astrology of the Pagans of the aucient times, in which certain stars are held to have certain rela- tions to scasons, The dread of hydrophobia in ‘“dog days’ arises from the natural cowardice of man, and from the beliefs that hang around an’ exploded and senseless uperstition. As a matter of fact, proven by sclence and research, hydrophobia is not o summer, but o winter disease, more pro- valent in Junuary than in August, i aao Pennington, for fifty years a physician n the hospitals’ of London, claimed that there was no such disease. Sir Thomas Watson, whom the doctor considers the greatest modern teacher of medicine, in . fifty years’ practice in London, saw only two ases of hydrophobia, The disease, instead of being common, is one of the rarest known. Another popular fallacy, according to Dr. Miller, is the belief that a dog with the rabies foams at the mouth. The symptoms of the disease are generally not known and altogether misunderstood.” As a matter of fact, convulsions in a dog and foaming at the mouth are absolute evidence of the absence of hydrophobia. In hydrophobia the dis- charge from the mouth "is a slimy, stringy mucous that exudes from the sides of tho mouth. -Instead of becoming ferocious, the dog with the rabies is moody and sullen. It i8 only the lower grade of curs that show a disposition to bite people or other animals, The disease for the most nrt muula in the alarmed imagmation of the ’fl:e doctor cited statistics showing the rarity of the disease, In the department of Seine, France, with a population of 100,000 people, but 94 cases were reported in_forty years.” Inall France, with a population of thirty-six million people, but 107 cases were reported in four years, “In the thirty-fiye Feare that I haye been in Omaha,” said the octor, “'thero ans never been a single case of hydrophobia.” Tho doctor dwelt at some length upon the manner in which dog murder is being annu- ally committed by the Omaha uuthorities. He showed what he termed the ridiculous side of the tag scheme, and wanted to know what difference it would maike in the preva- Jence of hydrophobia if all tho dozs in the city were tagged. He denounced the muzzle as being an agency in promoting the general dread of hydrophobia, and was especially strong in his denuncia® tion of the methods employed by the author- ities in disposing of ownerless dogs, As to the method of killing ownerless dogs, Fr Mller suggested the plan of drowning hem in water-tight boxes'or killing them by the use of chloroform, The doctor closed with an appeal to the society to take somo steps toward stopping tho brutality of inhuman drivers upon the horses of Omaha. NO REDUOTION, The Grievance Committee Will Take Thie Stand, The Brotherhooa of Locomotive Engineers ‘will not submit to a reduction in wages, such as s proposed by the management of the Union Paciflo, Chairman Vrooman, of the grievance committes, of that order, so ex- pressed himself at the Arcade hotel, yester- day, when questioned as to the stand the en- gineers would take. About three weeks ago Manager Baldwin, of the Leavenworth, Topeka & Southwest- ern, and also of the Kansas Central, which is aportion of the Union Pacific system, noti- fied the engineers that their scalo of ‘wages would, on July 1, be reduced 20 per cent. Following this was an announcement of a proposed reduction in the yard engineers’ wages at the transfer at Council Bluffs, from 3,80 vo $3.50 per day. The manage- ment of the Union Pacific anticipated that no organized opposition would be offered by the engineers, but no sooner had the an- nouncement been made than the element affected brought the matter before - tho grievance committee of the brotherhood and enlisted the combined forces of the order in their behalf. In consequence, a meeting will be held at Union Pacific headquarters to-day for the purpose of considering both sides of the case. The members of the grievance committee have been in Omaha for several days, arriv- ing in due time to acquaint themselves with all the facts in the case. A meeting of the engincers was held yesterday afternoon, at which all points involyed were formally con- sidered. Chairman Vrooman, when asked what the engineers had concluded to do, said: ‘‘We will insist on the terms of our oon- tracts being lived up to by the Union Pocifia, They have proposed a reduction of about 20 per cent on the Leavenworth road, which we will not submit to. As to the reduction in the wages of the men at the transfer, the company proposed to consolidate both the Omuha~ and transfer yards, orings ing them both under one scale. The wages of the men 1n the Omaha yards are §3.50 per day, and those of the transfer men, $3.85. The company concluded to re- duce the transfer men to §3.50, making the scale in both yards the same. But both yards are operated under distinct. contracts, and to reduce wages necessitates the abro- gation of the contract. We will insist that the contracts be lived up to in all instances.” Other memvers of the brotherhood were equally as firm when questioned on the mat- ter, and the indications are that unless the Union Pacific management, weakens, trouble will follow, Mr. Vrooman admitted that resolutions fiad boen passed at local points forfeiting the road rights of yard engineers, but thought that Supcrintendent Cushing had nothing to do with it.
