The only means by which the contract can be annufled is by & vote authorizing both the board of education and the city council to unnul the existing cont ud further providing for the di- version of the §25,000 for anotlier purpose than that for which it was voted by the poo- ple. In short, the 25,000 must be invested at Eighteenth and Farnam streets and the board of education must receive the bonefits therefrom us agreed upon, or it may recover in the courts the full amount of mouey it in- vested.
