Rice was before Judge Berka yester- day, charged with resisting an officer, It will be remembered that Constable Martin Eddy, sccompanied by a man giving the name of Bailey, went to Rice's ofice to serve an attachment., He entered the office, and, as Rice affirms, without stating who he was or showing his badge, grasped the papers on Rice's desk. The latter objected to such pro- ceedings and pushed the constable away. THE OMAHA DAILY BhE WE D\IFSDAY JANUARY 23, A WATERWOLRKS COUNCIL. What the City of Florence Has to Consider. There is a prospect for trouble between the city of Florence and the Waterworks company. Mention of this was made sev. cral days ago, but the Waterworks company has been trving to keep the matter quict, and it has been stated furthermore that it is king arrangements by which it expects to elect its own council in Florence at the ensuink election, 8o that the question now a sue may be settled to its own satisfac tion, When the waterworks company loca- ted at Florence, it expressed a desire to have the streots eys which, if contin ed to the rive ald run through its property closed lorence was satisfica with the proposition, and consequently the council pussed an’ ordinance closing up the stroets and all in _ question, The ordinance, hoy passed upon the condition that the water works company would grade Washington and Bridge streets, which run to the river south of the property owned by the water works company, This work was to have been done last fall, but the water works company have made no effort toward living up to its agree ment. As a consequence since that time th citizens of Florencos have talked the matter over and some of the ofil cinls have scon the reprosentatives of the waterworks company and asked what was proposed to be done in the promises. These representatives stated that the cost of grad- ing would be in the vicitity of $,000 and that was more than the waterworks com pany intended to pay, and that it fused to pay that sum out., The citizens were taken somewhat aback by this failure on the part of the Water Wor company and have canvassed the matter and have alinost come to the conclusion that it necessary to_reseind the ordinance sis veferred to. Mayor Broateh Appends His Signa- tura to a Number off Documenti. The license board met yesterday afternoon in the city hall bulding and granted threo ov four saloon licenses. The contested licenses rst on Farnam str auther on Teath and Bancroft were held overuntil Satarday next. and 8. P, Morse have b pear before the board Suturday afternoon at 2:30 and show cause why Foley & Darst may not be granted a license. The opponents to the license of Frank Swuther have also been notified to appear at the sume time. These are the only tw nloon licenses that arve con- tested, and when disposed of the board will have completed its work. After the board adjourned, the mayor signed the liquor licenses already granted, to- gether with 310 express licenses. The Grand opera_house license and_the Eden Mosee license were also signed. The mayor stated Lis willingness 1o sign the license of the Peo ple's theater, but said 1t was not filled up by the clerk, which would account for its ab- sence from among the batch of special licenses. In speaking of the Higgins liconse, the mayor thought the question would not come up again, at least, this year. As a medium of simplifying the operation of a railway system the Northern Pacific some time ago abolished the office and d partment of general superintendent, and the duties involving upon this department re vorted to that of the general manager. In consequence a coterie of assistant weneral managers was appointed. After giving the matter A thorough trial, dyring which time, it is stated, the affairs of the company be came badly complicated, the Northern Pa cific hias concluded to reinstate the old ays tem of operating. 1t is said that the officials of that road have arrived at the inevitable conclusion since the new form was inaj ted, and that is that it takes one men to obtain the patronage and another tandle it 80 as to be satisfactory 10 all con corned. It is said that whilo the department of genoral supermtendent is_closely allied to that of general manager, as rogards the sult of the system on wlhich each is operated, that there is an ocean between them, id that experience has demonstrated that both are indispensible in the successful operation of a large railway system. 1t is also said that in railway contors the Northern Pacific is considered the most poorly managed line in the west, resulting, it is said, from the at- tempted combination of the departments of coneral manager and general suporintendent. Private information received in this city yes terday is to the effect that S. R. Ainshe, Wwho nas had charge of the eastern division of tho Northern Pacifie, will in the near future bo appointed general superintendent, with head quarters at St. Paul, and_that N. D. While Harper was leaning on the bar of a Tenth strestsaloon imbibing a few farewell bumpers preparatory to taking his leave on the cars for tho prohibition state,he chanced to display o #20 bill in scttling the account with the bartender. A well dressed stranger standing near asked him if he was willing to let him have the &0 bill for a number of smaller bills, Harper acquiesced, and the stranger counted out a number of bills, which tho granger in turn counted, and then turned over the £20 bill to the stranger, who gave the name of Thompson. Thompson suddenly remem bered that he would need the small bills and asked Harper if he would trade back again, He readily conscnted and counting out the money returned it to Thompson. The latter in turn handed a bill folded up to Harper, and the granger supposing it was the = #20 bill, thrust it into his pocket without looking at it.
